Job Description

Our client the Environmental Protection Agency (EPA) are currently accepting applications for the position of Scientific Officer II (Level 4) Climate.Overview of the Role: The successful candidates will fulfil the role of Scientific Officer II (Level 4) Climate.The EPA will form a panel from this recruitment campaign from which future Scientific Officer II (Level 4) Climate posts in the EPA and the CCAC.Key responsibilities may include: Working at the science/policy interface at international, EU and national and sectoral levels representing Ireland and the EPA.Management and presentation of environmental data and/or management information, and implementing quality control systems.Managing the collection of data, including determining requirements and engaging with relevant companies and stakeholders.Providing analysis of data and their implications for policy issues and actions related to climate change adaptation and mitigation.Develop integrated analysis of information and data from a range of sources which enhances understanding of national data in the context of European and global analysis.Contributing to the EPA’s role in the delivery of adaptation services including supporting delivery of the Climate Ireland web portal.Analysing, interpreting and developing impact scenarios (including risk assessment & vulnerabilities) for climate change, as well as climate change policies, programmes, measures and plans (national and global).Collaborate with national experts, agencies and Departments including but not limited to the Department of Environment, Climate and Communications and other relevant Government Departments, the European Commission, the European Environment Agency, the United Nations, the Central Statistics Office (CSO), the Sustainable Energy Authority of Ireland (SEAI), the Economic and Social Research Institute (ESRI), Teagasc, Office of Planning Regulator (OPR), Office of Public Works (OPW), Met Eireann, Marine Institute, Geological Survey Ireland (GSI), Climate Action Regional Offices (CARO’s) and Local Authorities.Compilation of National Greenhouse Gas and Air Pollutant emission Inventories and Projections (including of greenhouse gases).Data analysis and database management, processing and compilation of air and Greenhouse Gas emissions Policies & Measures data to meet National needs and International legislative requirements.Supporting the delivery of related publications and reports.Engage with key national, European and international research programmes and participate in networks and bodies, expert groups and committees working on climate change policy support, research and systematic observations or related activities.Providing & synthesising scientific and environmental data, analysis and advice in relation to national, European, UN & OECD climate initiatives.Assessing technical reports, research publications and monitoring data.General duties may include:Managing staff and fostering EPA values in teams.Supervising, motivating and developing staff through a performance management and development.Managing other resources, including contract tendering/procurement and contract management.Contributing to development and delivery of office work programmes; including budget preparation, management and control.Preparing and presentation of high-quality reports and information for Senior Management.Engagement with external stakeholders on relevant matters.Adhering to Health and Safety Protocols.Engaging in relevant EPA cross-office activities.Essential Requirements: Candidates must have on or before 4pm on Wednesday 9th October 2024:An appropriate degree (NFQ Level 8) in a relevant science, engineering mathematical discipline for example climate, earth or environmental science, chemistry, physics, geography, geology, oceanography, meteorology, biology, ecology, economics, transport, agriculture, energy, planning, or similar (NFQ Level 8).A minimum of two years work experience in a relevant area to include knowledge of Climate Policy, systems and processes including governance and operational structures (Regional, National, EU, International); and data management and analysis with extensive experience using Microsoft Excel.Excellent verbal and written communication skills with the ability to convey complex environmental information in a clear and concise manner to a range of audiences.Proven track record delivering as part of a high-performance team and sharing technical knowledge and expertise.Required Competencies:Team Player and LeadershipCustomer and Stakeholder FocusInterpersonal and Communication SkillsManagement and Delivery of ResultsAnalysis and Decision MakingSpecialist Knowledge/Expertise and Self-developmentPlease note:Eligibility to Compete and Certain Restrictions on EligibilityEligible candidates must be:(a) A citizen of the European Economic Area (EEA).
