Job Description The IAA seeks an experienced ATS Inspector or a motivated individual to become an ATS Inspector to exercise safety oversight of Air Navigation Services (ANS)/ and Air Traffic Control Officer training organisations. Principal Duties and Responsibilities Advise the Manager Air Navigation Services Division (ANSD) on matters concerning entry control regarding approvals to organisations and / or individuals to carry out specific activities (e.g., ATS training, special aviation events, etc.); certificates to an organisation or individual for the provision of ATC services, facilities, procedures or systems, etc. Attesting that individuals have the ability to safely exercise the privileges of an air traffic controller licence and associated ratings Exercise surveillance of air traffic services (ATS) to ensure that providers of air traffic control (ATC), AIS, Meteorology, search and rescue (ICAO Annex 12 ARCC element of SAR) facilities and services comply with the required ICAO, European and National regulatory standards Conduct audits; spot checks; inspections; periodic meetings with service providers, organisations and or individuals; collection and analysis of data and liaising with industry in general Provide information and support to the providers of ATS for the purposes of clarification, policy announcements, technical information, accident information, etc. Support includes giving advice on regulations and standards Exercise corrective action (i.e., administrative and if necessary legal measures) to ensure compliance with the required regulatory safety standards Advise the Manager ANSD on exit control for all certificate holders (i.e., organisations) approvals and licence holders involving ATM/ANS services, facilities, procedures or systems regarding the issue, suspension, revocation, or limitation of the approval, licence or certificate; and the exercise of exit control over those voluntarily leaving the system Assist in the maintenance of an on-going analysis of the airspace system to determine flight safety trends Advise the Manager ANSD on specific or general matters relating to the ATS certification, surveillance and operations within the airspace system Assist in the provision of technical advice in the development of safety standards and in the development of regulations for ATM/ANS, training organisations and general airspace management Advise the Manager ANSD on the review of organisations safety related changes Assist in the maintenance and preservation of records and documents relating to ATM/ANS activities within the airspace system Assist in the provision of technical advice and support to the Manager ANSD and where required to the Air Accident Investigation Unit in the investigation of accidents and incidents Represent the Manager ANSD on matters relating to ATM/ANS, training organisations and the airspace system Excellent IT skills, including the full range of Microsoft suite is a prerequisite. Ability to familiarise and become proficient with specialist software is also required. This job description is not exhaustive, other items may be added from time to time at the discretion of the Manager Air Navigation Services Division. Requirements The successful candidate should have the following qualifications and skills: A regulatory ATS inspector with at least 1 years' experience, or A minimum of 5 years as an Air Traffic Control Officer as an active ATCO in aerodrome (ADI), or approach (APS/APP), or area (ACS/ACP) control services, or any combination of, and Sound working knowledge of ICAO, EASA, EUROCONTROL and other relevant European, International and National regulatory requirements. Desirable: Experience of safety oversight of Air Traffic Management (ATM) /Air Navigation Services (ANS) and/or ATCO training organisations. Experience of working within aviation safety management systems Experience in the introduction of safety related changes to the ATM/ANS functional system Experienced Watch Supervisor / Manager and/ or Competence Assessor and / or Operations Officer or Airspace Designer or Planning Officer and / or ATM Occurrence Investigator Experience in management of technical personnel Experience as an ATC Instructor Experience as an ATC Assessor KEY COMPETENCIES REQUIRED FOR EFFECTIVE PERFORMANCE: Leadership Potential Judgement, Analysis & Decision Making Management & Delivery of Results Interpersonal & Communication Skills Specialist Knowledge, Expertise and Self-Development Salary Rate The salary will be commensurate with the experience and qualifications of the successful candidate. Pension The successful candidate will on date of joining become a member of the Irish Aviation Authority pension scheme details of which will be communicated to the successful candidate on offer of appointment. Annual Leave Annual Leave excluding public holidays is 26 days per annum.
