Position SummaryThis position will play a crucial role in managing the import and export operations for Clinical Supply Chain Logistics (CSCL). Responsibilities include ensuring compliance with international trade regulations and optimizing supply chain operations. The Associate Director, CSCL Customs & Trade Operations works in partnership with BMS Global Customs & Trade Compliance (C&TC) and closely with various other internal departments, external vendors, and government agencies to facilitate smooth and efficient import/export processes. Roles and Responsibilities: Stand-up Role/Responsibilities of Trade Compliance Operations and infrastructure in CSC. Lead integration efforts for both legacy organizations. Oversee risk assessment and gap analyses of global clinical import/export processes. Key point of escalation for CSC Trade Compliance activities. Drive optimization, operationalization, and implementation of efficient and effective trade operations policies, procedures, and programs in global business with diverse product lines in line with Global Customs & Trade Compliance. Utilize in-depth knowledge of import/export functions and customs regulations to facilitate day-to-day import and export functions (e.g., valuation methodology, commodity classifications, screening, licensing, etc.) to ensure efficient global alignment and cooperation. Liaise with the GPS Global Customs & Trade Compliance Teams to operationalize Compliance strategies. Monitor changes to international trade regulations, customs laws, and import/export requirements. Manage import and export licensing activities for Clinical Supply Chain Logistics and ensure compliance with all applicable laws, regulations, and trade agreements. Prepare and submit, as required, necessary documentation including license applications. Develop and/or deliver training as needed for BMS Clinical colleagues to raise awareness to changing regulations or to meet requirements of trade programs we are members of. Align with Global Customs & Trade Compliance to evaluate and implement opportunities for optimizing duty savings associated with Customs imports by conducting duty analyses and use of duty minimization programs (i.e., Foreign/Free Trade Zones, Free Trade Agreements, Inward Processing, Processing Under Customs Control and other Duty Reduction Regimes.) Manage and maintain files of all (import and export) customs and trade, Dangerous Goods and controlled substance documentation in audit ready state and coordinate with internal customers in response to audits or other requests for information pertaining to logistics activities. Work with GPS Global C&TC to facilitate the assignment of Customs tariff classification to clinical products/commodities globally. Support the Global C&TC evaluate and drive the implementation of a Global Trade Compliance System. Work with Global Customs & Trade, Tax, Legal, Finance, Procurement, TPM’s, Plant Sites, R&D/CSO, Logistics, Regulatory, Corporate Security, External partners, and others to align and implement Global Trade strategies and processes for BMS. Capture related Key Performance Indicators (KPIs) and relay them to the appropriate personnel on a weekly/monthly Basis. Create and update the CSC Import and Export Procedure(s), as needed. Qualifications / Experience5-7+ years of related experience in customs and trade operations in Logistics, Manufacturing, Supply Chain, Pharmaceutical industry, or Finance preferred. Strong knowledge of international trade relations, customs procedures, and import/export processes and regulations. Ability to work well in a team environment with a positive attitude that is willing to assist other areas of the organization. Excellent verbal and written communication skills. Skilled in planning, organizing, and innovation management. Demonstrate ability to handle multiple tasks at one time and maintain excellent attention to detail and accuracy in documentation and record-keeping. Highly self-motivated individual, with demonstrated ability to work independently. Knowledge of Export Controls, Sanctions, Anti-boycott, and Restricted Party Screening regulations.
