Job Description

STEER Housing Association which is a member of ICSH and an approved housing body is based in Letterkenny. The association has over 200 properties across 9 counties and is seeking applications for the position of Chief Executive Officer. Please send applications by July 5th to .

As Chief Executive Officer

  1. You are responsible for the day-to-day operations of the Organisation, acting within approved policies, directives and legislation approved by the board.
  2. You will establish and implement procedures with particular attention to those policies that ensure that statutory and regulatory requirements are met and that operations are conducted in accordance with the Constitution of the Organisation,
  3. You will develop budget, performance indicators and business plans to deliver the Organisation's strategy.
  4. You will identify, audit, prioritise and manage the principal risks to the Organisation.
  5. You will appoint, train, motivate, monitor and evaluate employees of the Organisation and develop an effective succession plan.
  6. You will propose and implement policies and processes to enable effective communication with key stakeholders.
  7. You will provide accurate, complete and timely information to the board to enable it to discharge its obligations and meet its governance, compliance and legal responsibilities.
  8. You will engage positively with Financial Institutions; County Council(s); Property Developers;Funding Organisations and other relevant bodies to maximise Steer Housing housing stock and resources, and comply fully with National Guidelines and legislation
  9. You will be responsible in developing and driving strategic leadership and management, and making recommendations for development of services and structures to the Board

Without prejudice to the generality of the foregoing, the following form part of your job specification and some may be delegated in accordance with the Company's "CEO's Delegated Responsibilities policy.

Housing Management:

Through effective leadership, management and delegation to the Housing Officers, you will

  • Ensure that the Organisation 's responsibilities as a landlord are met through compliance with RTB Guidelines and relevant legislation, whilst maintaining resident involvement services to the highest standards in line with needs of tenants and the wider community.
  • Effective management of current tenancies with regard to estate management, complaints, and antisocial behaviour as appropriate to each situation
  • Respond to requests for information effectively within set timescales, adhere to data protection guidelines and bring about resolutions at the earliest point of contact.
  • Represent the organisation at RTB hearings, access appropriate legal advice where necessary and provide support and assistance to team members.
  • Establish and maintain relationships with local community representatives and relevant external agencies/organisations.
  • Review all policies, procedures and guidelines to ensure that they are aligned to updates in legislation and organisational processes.
  • Ensuring that all tenants property issues are brought to resolution within timeframes specified in the repairs and Maintenance policy.
  • Manage and liaise with our out of hours call service.
  • In the event of an emergency the role will require the appointee to answer out of hours calls
  • Knowledge of social Housing, approved Housing bodies, and/or the charity "not for profit" sectors.
  • Familiarity with, and active pursuit of, other, non-rent, sources of income for the Association to maximise the Associations income and minimise its costs.

Properties

  • Ensure the effective allocation of all new properties and re-lets in accordance with Association procedures.
  • Ensure a safe and secure environment, providing a range of tailored housing and support services to tenants.

Voids Management

  • Ensure full occupancy and minimised voids, working with all relevant stakeholders, around the allocation of new units and re-letting of existing units.
  • Provide and maintain management reports on all areas of void properties in accordance with Association's guidelines.

Tenant Engagement

  • Manage anti-social behaviour in accordance with the Association's protocols and best practice.
  • Liaise with relevant organisations/social services and health professionals to ensure the provision of support services for tenants.
  • Establish a tenant engagement structure, promoting sustainable active tenant involvement to ensure tenants and residents are central to the operations of the Organisation.

Financial

  • Work within the existing financial processes in the Organisation, ensuring that all outgoings are projected in the services annual budget and all invoices are paid in a timely manner.
  • Manage the administration of rent and service charge collection and maintain accurate information on the Association's accounting and housing management system.
  • Monitor all rent accounts.
  • Operate a proactive approach to income recovery of current and past tenants to minimise costs to the Association.
  • Effectively recover outstanding arrears
  • Provide and maintain management reports on all areas of rent collection and arrears management in accordance with Association's guidelines.

Working in a Team with Others

  • To work closely with other stakeholders to ensure smooth delivery of first-class housing services to tenants.
  • To ensure that any complaints regarding housing are resolved swiftly and satisfactorily in accordance with internal policy and procedures.
  • Maximise own personal development by positively contributing to induction, supervision, training, appraisal, and team meetings.
  • Act in a professional manner while on duty and when representing the Organisation.
  • Assisting colleagues with key RTB concerns or elements relating to management systems.

General

  • Ensure staff provide an effective, high quality, customer focused service to tenants and residents of the Organisation.
  • Manage, develop and support staff undertaking regular one-to-ones and performance reviews in accordance with policies and procedures.
  • Assist with staff recruitment, induction, training, and development enabling them to deliver quality services.
  • Coach and support staff to tackle issues of poor conduct or performance in accordance with the Organisation Housing Policy and Procedures.
  • Maintain a valid current driving Licence and access to transport
  • Review, monitor and ensure that appropriate standards of work are maintained across the organisation in partnership with other managers.
  • Cultivate relationships with key external and internal stakeholders and partners.
  • Represent the organisation at meetings with various agencies with regard to individual cases while acting in the best interests of the organisation and customers at all times.
  • As the direct manager you will ensure all hazards are identified and managed to an acceptable level and ensure all relevant documentation is also completed. You will also ensure you demonstrate you are committed to Health and Safety by leading by example.
  • Report regularly to the Board of the Organisation on tenants, financial, property and other matters
  • Undertake any other relevant and grade appropriate duties that may be assigned by the Board from time to time
