The post holder will ensure the highest standard of nursing care is delivered to all patients, oversee nursing and allied staff in the Emergency Department (ED), and uphold and develop professional standards. **Key Responsibilities and Deliverables** **Professional Responsibilities:** - Ensure all patients receive high-quality, patient-centered care characterized by courtesy, kindness, efficiency, and effectiveness. - Lead the delivery of nursing care within the Emergency Department. - Collaborate with the Assistant Director of Nursing and ED Consultant Group on nursing strategy development and ensure its implementation. - Promote continuous improvement in nursing practices, service delivery, and staff education. - Provide leadership in aligning nursing efforts with the strategic goals of the Hospital. - Communicate effectively with staff and stakeholders. - Develop, monitor, and evaluate quality assurance and clinical effectiveness methods. - Ensure an appropriate staffing mix is maintained for efficient service delivery. - Implement and monitor adherence to professional protocols as per the Nursing and Midwifery Board of Ireland (NMBI) Code of Professional Conduct. - Support staff appraisals in collaboration with the Assistant Director of Nursing. **Performance Monitoring:** - Ensure successful execution of Service Plans and implement corrective measures when necessary. - Monitor departmental budgets and address any related queries. - Report monthly workload statistics, including staff variances, to the Assistant Director of Nursing and the ED Consultant Group. **Human Resource Management:** - Oversee recruitment, appraisal, and development of nursing and allied staff within the ED. - Provide leadership to promote team development. - Ensure all new staff receive proper induction and training, with clear performance expectations. - Foster a positive organizational culture. - Handle disciplinary issues according to established procedures. - Manage staff sickness and absenteeism, taking corrective actions as needed. - Ensure effective scheduling of leave and cost-efficient staffing, including Bank and Agency staff. - Promote positive industrial relations in collaboration with other disciplines. **Service Development and Quality Standards:** - Lead the planning and achievement of both short and long-term management goals. - Collaborate with General Practitioners and other hospitals on issues related to service access, quality, and communication. - Implement and monitor hospital and departmental protocols to ensure quality standards. - Work with clinical and non-clinical staff to set and audit quality standards, taking corrective action as necessary. - Participate in the hospital's service and capital planning initiatives as they affect the ED. **Operational Management:** - Investigate and respond to patient complaints in accordance with hospital protocols. - Ensure compliance with health and safety, fire, and statutory regulations. - Coordinate with medical physics on patient equipment maintenance. - Facilitate departmental meetings as appropriate. - Coordinate patient services across various departments. - Participate in investigations as needed and deputize when required. - Manage accidents and incidents per hospital procedures. - Collaborate with other departments to ensure effective resource use. - Liaise with the VHI homecare scheme when necessary. **Patient Services Supervision:** - Oversee the patient services function alongside the ED Patient Services Supervisor. - Ensure timely patient registration, admissions, and follow-up processes. - Monitor compliance with discharge letters and follow up on outstanding letters. - Ensure staff provide high-quality customer service, manage patient charts, validate insurance promptly, and handle billing efficiently. - Liaise with the business office to resolve billing issues and manage corporate accounts. **This job description outlines the general duties of the post and is subject to change based on hospital needs and future developments.** **Person Specification** **Qualifications:** - Registered General Nurse. - Registered or eligible for registration with NMBI. - Post-registration qualification in Emergency Nursing. - Management qualification is desirable. **Experience:** - 3-5 years of recent experience in an acute Emergency care setting. - 3 years of experience at a senior level. - Proven track record in implementing changes and driving practice development in emergency care. - Experience working in a multidisciplinary team environment. **Competencies and Knowledge:** - Workload measurement, change management, and service management. - Staff management and project management. - Understanding of health strategies, audits, and clinical effectiveness. - Proficient in report writing and quality initiative development. **Personal Competencies:** - Flexibility to adapt to service demands. - Commitment to professional development for self and staff. - Strong presentation and communication skills. - Excellent interpersonal skills for team and stakeholder engagement.
