Job Description

Job Summary: The successful candidate will provide legal advice and support to the Authority, assisting with the coordination and monitoring of legal activities, and engaging with various stakeholders.

The role will involve providing legal advice on various areas, including contract law, procurement law, litigation, regulatory law, data protection, and more.

The ideal candidate will have a strong background in law, excellent commercial awareness, and the ability to communicate effectively with multi-disciplinary teams.

Key Responsibilities:

  • Provide legal advice to the Authority on various areas, including contract law, procurement law, litigation, regulatory law, data protection, and more.
  • Assist with the coordination and monitoring of legal activities, including general business activities, bus licensing activities, and enforcement.
  • Engage with various stakeholders, including external legal advisors, service providers, insurers, and third parties.
  • Support the Data Protection Officer in developing and implementing processes in line with GDPR.
  • Contribute to the development and oversight of general legal cases and claims against the Authority.
  • Provide support to the NTA Freedom of Information office to meet its legal obligations.

Other Duties and Responsibilities:

  • Prepare, review, negotiate, and finalise legal agreements.
  • Assist with the maintenance of the Authority's repository of legal documents.
  • Proactively identify changing conditions in the legal environment and create awareness with key internal stakeholder groups.
  • Analyse and review primary and secondary legislation that underpins the activities of the Authority.
  • Participate in cross-functional project teams to advance the Authority's Strategic Programme.

Essential Criteria:

  • Be professionally qualified as a solicitor or barrister in the State with excellent commercial awareness.
  • Hold a minimum of an NFQ level 7 qualification or equivalent in any discipline.
  • Have at least 5 years relevant experience, working in areas such as contract law, procurement law, litigation, regulatory law, data protection, or a related area.
  • Have satisfactory experience of preparing, reviewing, negotiating, and finalising contracts and legal agreements.
  • Be proficient in identifying critical issues in legal agreements and be able to communicate, evaluate, and resolve these issues with multi-disciplinary teams, colleagues, and other stakeholders.
  • Have excellent decision-making and judgement skills.
  • Have high standards when dealing with a wide range of issues and developing responses to complex situations.

Desirable Criteria:

  • Have demonstrable litigation experience.
  • Have the ability to adapt quickly to new challenges and changing conditions in the internal and external environments.
  • Have the ability to review and interpret complex information and present it in summary form.
  • Have the ability to multitask, prioritise effectively, and work under pressure to meet tight deadlines.
  • Have demonstrable skills and experience in building networks and relationships across all levels and engaging with a range of stakeholders in a business environment.
  • Be highly organised with strong attention to detail.
  • Have the ability to work independently at a high level while also being a team player.
  • Have experience of working across different agencies and public sector bodies.
  • Have demonstrable evidence of robust IT literacy.
  • Have a good knowledge of public service policies, services, and activities (particularly related to transport).
