Regulator of the National Lottery (ORNL) - Compliance Manager (Higher Executive Officer) | Public Sector | Dublin City Centre | €57k Sigmar Recruitment is working in conjunction with the Regulator of the National Lottery (ORNL) to recruit a Compliance Manager. The Compliance Manager will play a key role in assisting the Head of Legal and Compliance in monitoring and enforcing compliance by the Operator of the National Lottery with the Act and the Licence. About the Regulator of the National Lottery (ORNL) The Office of the Regulator of the National Lottery (ORNL) is an independent regulatory office established by statute whose role is set out in the National Lottery Act 2013 (the Act). Functions of the Regulator The functions of the Regulator are described in the Act and include the following: To procure the holding of the National Lottery To oversee the operation of the National Lottery and to monitor and enforce compliance with the Act and the Licence To consider for approval certain matters relating to the National Lottery (including schemes for National Lottery games) To manage and control the National Lottery Fund. To exercise the enforcement rights of any trademark of the National Lottery. About the role 1. Effective and reliable administration of the various processes that are assigned to the Legal and Compliance Department: Managing the processing of requests for approval from the Operator, and reviews by senior management, to ensure deadlines are met, records are complete, and accuracy of requests for information and approvals given. Reviewing requests for approval to ensure compliance with specific technical requirements of the Act and the Licence Managing a portfolio of complaints received from third parties / members of the public Managing a portfolio of requests under the Freedom of Information Act 2014 Assisting with compliance interventions and enforcement action under the Licence by conducting research of statutes, case law, official guidance, and collating evidence Administration support for investigations under Part 6 of the Act Supporting/conducting proactive risk-based compliance reviews and interventions in accordance with ORNL strategy 2. Monitoring aspects of the operation of the National Lottery and escalating any potential non-compliance for review: Monitoring compliance by the Operator with its obligations under the Advertising and Promotion Code of Practice Monitoring compliance by the Operator with its trademark obligations under the Licence 3. Continuously improving the various processes that are assigned to the Legal and Compliance Department, to ensure robust compliance and the effective and efficient use of resources. Essential Requirements Significant experience working in regulation, either in a regulator, in the compliance department of a regulated entity, or other similar experience Strong management and organisational skills and attention to detail The ability to work on his or her own initiative Strong written and verbal communication skills Excellent judgement and decision-making skills The ability to operate effectively and efficiently under pressure and to tight statutory deadlines Excellent document management skills Excellent research and reporting skills The ability to work as part of a team of senior specialist personnel. Desirable Qualifications or experience in law or working knowledge of fair procedures rules a distinct advantage. Qualification in compliance, public administration, governance of another related field, to Honors Bachelors degree level (NFQ Level 8) Whats on offer?
