Role Profile Job Title: Enterprise Risk Professionals Division: State Claims Agency Department: Risk Career Stream: Management: Job Type: Permanent ** Closing date for Applications: 4th November 2024** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (NewERA), the Ireland Strategic Investment Fund (ISIF) and the National Development Finance Agency (NDFA). The NTMA also assigns staff to the National Asset Management Agency (NAMA), the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). Recently the NTMA mandate has expanded to include management of the Future Ireland Fund (FIF) and the Infrastructure, Nature and Climate Fund (ICNF). This role is to manage the finance operations service delivery to ISIF and/or FIF and ICNF. ISIF is a sovereign development fund with a mandate to invest on a commercial basis to support economic activity and employment in Ireland while the newly formed FIF and ICNF are sovereign wealth funds. The State Claims Agency (SCA) Enterprise Risk Management Unit (ERMU) has exciting opportunities for individuals wishing to work in the area of risk management. The ERMU, which consists of risk professionals from engineering, science, public health and life and social science backgrounds, is proactive in identifying and analysing State authorities key strategic and operational risks and working with them to mitigate the associated claims exposures. Role Summary Successful candidate(s) will work nationally and locally with State Authorities such as the Health Services Executive (HSE) and voluntary healthcare services, Tusla, the Defence Forces, An Garda Sochna, the Irish Prison Service, Government Departments Agencies / Bodies and certain school sectors, leading risk initiatives with a view to preventing incidents and events which may lead to claims. The individual(s) will have a particular focus in preventing injuries to staff, service users, students, members of the public, visitors, contractors and advising on property risks including estates, fleet and other State lands and infrastructure. The successful candidate(s) will play a pivotal role in advising across a range of areas to include operational risk, corporate governance, indemnity and insurance, health and safety, property and fleet management, fire safety, and environmental management. Our role in client support involves a multifaceted approach. We assist client State Authorities in evaluating their risks, identifying national trends and work collaboratively to implement risk-mitigation strategies. Typically, this role encompasses a mix of on-site client visits and provision of guidance, advice and report development, with the flexibility of hybrid work. Examples of our work includes: The publication of Risk Research Reports focusing on incident and claim trends including Slips, Trips and Falls, Needlestick and Sharps and Violence Harassment and Aggression. Joint National initiatives with the Health and Safety Authority including guidance on the managing health, safety and welfare in post-primary schools, exposure to sensitive content and Work Positive CI apsychosocial risk management process for managing work related stress and critical incident stress. Guidance on Indemnity and Insurance to assist public bodies in identifying and reviewing insurance requirements. Government Circulars on Blended working, Management and Maintenance of Accommodation and procurement. Knowledge and experience In order to be considered for this position candidates must have: A minimum of 5-10 years' experience working and leading projects in a relevant area. A degree (NFQ level 8) in engineering, science, public health, social science, risk management from a recognised establishment/authority. The following is desirable: A further qualification in risk management, occupational health and safety, insurance would be an advantage. A knowledge of ISO 31000, ISO 45001, ISO 14001, Code of Practice for the Governance of State Bodies. Skills Qualitative and quantitative skills. Organisational and written skills. Exercise discretion in handling confidential and sensitive information. Diplomacy skills in dealing with different stakeholder needs and demands. Candidate must have a valid driving license.
