QualificationsCandidates shall on the latest date for receipt of completed application forms for the office:have been admitted and enrolled as a Solicitor in the State;have at least 3 years’ satisfactory experience as a Solicitor, including adequate experience of conveyancing and court work, after admission and enrolment as a Solicitor;possess a high standard of professional training and experience.Desirable Skills & ExperienceBe able to demonstrate a strong ability in the following areas:Identifying Problems and Contributing to Solutions;Communicating Effectively;Delivering Quality Work and Services.Possess excellent professional knowledge and skills. Be able to demonstrate flexibility to deal with a varied workload, including an ability to conduct legal research and engage with new areas of the law. Possess strong presentation skills for District Court work as well as satisfactory experience of litigation work in the Circuit Court and High Court. Have excellent drafting skills. Have an ability to work independently and within multidisciplinary teams. Have an ability to work on his/her own initiative. Have strong interpersonal and communication skills. Possess good organisational and time management skills. Possess satisfactory IT skills – previous experience of the “Keyhouse” Case Management software system is an advantage. Have adequate experience in legal and service management. Have good knowledge and awareness of Local Government legislation and regulations and the implications for Local Government. Have a good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace. Have an understanding of the role and duties of the Chief Executive in safety.DutiesThe Executive Solicitor’s duties shall include:Managing a significant body of transactional work (Conveyancing/Property related litigation) to a high standard of professional practice and to agreed timeframes;Management of a property project to a high standard of professional practice and to agreed timeframes;Advising and drafting statutory notices etc. in relation to regulatory offences for which the Council is the prosecutor;Representing the Council in Court;Providing legal advice in relation to a range of legal queries on a wide variety of topics;Assisting with the drafting of procedural precedents/case plans for areas of work for which you have responsibility;Communicating effectively with Client Departments in relation to the progression of individual files and in the provision of general legal advice;Ensuring that all work is carried out in compliance with all relevant professional practice standards;Ensuring that all relevant records (including electronic files) are maintained, consistent with office procedures;Providing relevant information and statistics for the purposes of completing department reports from time to time;Carrying out such other duties as may be assigned from time to time.Key Competencies / Skills:Management and change;Delivering results;Performance Through People;Personal effectiveness.Competencies for the post are set out as follows:Management & Change: Is effective in translating corporate mission and objectives into operational plans and outputs; develops and maintains positive, productive and beneficial working relationships; effectively manages the introduction of change and demonstrates flexibility and openness to change.Delivering Results: Contributes to the development of operational plans and leads the development of team plans; plans and prioritises work and resources effectively; establishes high quality services and customer care standards; makes timely, informed and effective decisions and shows good judgement and balance in making decisions or recommendations.Performance Through People: Leads, motivates and engages employees to achieve quality results and to deliver on operational plans; effectively manages team and individual performance; have good and effective written and verbal skills.Personal Effectiveness: Takes initiative and seeks opportunities to exceed goals; manages time and workload effectively; maintains a positive, constructive and enthusiastic attitude to their role; knowledge and understanding of the Local Authority and the services it provides; knowledge and awareness of key topical and priority issues.The holder of the office will be required to hold a valid Irish/EU full driving licence for class B vehicles or a licence acceptable to NDLS for exchange, free from endorsement and disqualification. They must be a competent driver and shall drive a motor car in the course of his/her duties and for this purpose, provide and maintain a car to the satisfaction of the Local Authority.
