We want committed, values driven staff to join our and are currently looking for an Information Management Adviser to be part of our Monitoring, Evaluation and Learning (MEL) team.

The MEL team sits within the Strategy, Advocacy and Learning (SAL) department and works primarily to support Country Programmes.

Central to the MEL team is their collaboration with technical advisors and programme teams across our core sector areas of Health, Nutrition, WASH, Education and Livelihoods as well as in our thematic approaches of Equality, Climate and Environment, Conflict Sensitivity, Disaster Risk Reduction and Protection.


The job:

You will manage all operational and technical aspects of Concern's Digital Data Gathering (DDG) and reporting system, as well as support identifying the most viable technological solutions for improvement of data collection, analysis and use within the organisation.

This role manages a team of two DDG Administrators and reports to the Senior PM&E Adviser.

Location:
This role can be located in our Dublin, Belfast, or London office.
Please note the salary will be benchmarked depending on the office you are based in.
This role involves up to 30% travel to Concern's countries of operations.
If you join us, this is what you will be doing:

Digital Data Gathering System:
Technical Project Management for the DDG System

Ensure the DDG platform meets all operational needs of field and M&E staff
Management of Data Flow workflows, Zoho Analytics and IForm Builder functionality
Manage technology service providers to ensure high quality service and best value for money is achieved
Roll out of application updates, including testing
Liaise with IT colleagues keeping them up to date on device management and technical challenges and solutions provided
Oversight of the survey form building process, implemented by DDG Administrators

Training and Documentation

Providing in-depth training to new and existing staff on Concern-specific operating procedures and form building processes, including in-country training when requested
Documentation of procedures and processes related to use and maintenance of the Digital Data Gathering system in Concern, including detailed manuals on survey building and data processing, and training staff in any new approaches


Information Management:
Data Analysis and Data Management

Quality control of data including data checking, cleaning, analysis, verification and updating
Lead on rollout of data visualisation functionality using Zoho Analytics, or other software as needed

Conduct capacity building sessions aimed at enhancing skills of staff and partners in utilizing these data tools for informed decision-making and improved project outcomes.

Ensure data protection compliance with GDPR through updating any relevant documents and guidelines

Identifying new technological solutions


Participate in the overall review of the currently set up DDG system in order to identify whether it remains the most viable solution for Concern's needs (review ongoing in 2024) and lead in following up the recommendations.

Support with identifying new technological solutions (incl.
GIS) to meet evolving needs of the organisation and implement any required system change
Lead capacity strengthening and learning initiatives in ICT4 D for staff and partners through trainings and workshops on new technological solutions and opportunities
Representation of Concern at external conferences and networks


People management and communication:
Manage a team of DDG Administrators, provide necessary technical support and coaching for staff
Liaise with Concern's HQ's IT team and technical advisers from the SAL Directorate
Maintaining relationships with country M&E, IM and IT teams
Lead on all DDG communication including weekly calls with Zerion and rollout of new functionality with field
Update Concern's Programme Quality (PQ) Guide with guidance on use of DDG system and other relevant software


Flexibility to undertake any other tasks as directed by line manager (Senior PME Advisor) will be essential, as this role is currently evolving to meet organisational needs.

The selected candidate will also be able to help shape the vision for the future of this role.

Skills you will bring:

Essential:
At least 3 years' experience in working with Digital Data Gathering systems or Information Management in development/humanitarian organisations
Previous experience in documentation of complex systems in an easily accessible format
Previous experience working with software providers to implement solutions to humanitarian/development issues
Postgraduate degree in IT, data analytics or development
Experience in data analytics and visualisation software (eg SPSS; R; SAS; Zoho, Power BI, Tableau; GIS)
Solution focused, supportive and highly flexible to changing needs and priorities
Thoroughness and attention to detail
Strong team player with a proven ability to work effectively with and contribute to multidisciplinary teams in a flexible and supportive manner
Excellent communication and presentation skills, both written and verbal, including proven ability of communicating technical issues to non-technical people
High level of critical thinking and proven high quality analytical skills and problem solving abilities.
Empathy with Concern's Vision, Mission, Goals and Objectives
Strong interest in the application of Information and Communication Technology in emergencies and international development


Desirable:
Experience in Java Script, or other coding language
Experience with IForm Builder, Gnosis and Zoho Reports
French language skills

Previous experience in M&E of humanitarian and development programmes and strong understanding of M&E principles and processes, including results-based management, quantitative and qualitative tools and methodologies, reporting etc.

Strong understanding of research methodologies and the nature of evidence.

This is a fixed term (one year) contract with a possibility of extension.

If you are based in the Dublin office the salary is from €54,500 - €62,286 (Grade 5).
If you are based in the London office the salary is from £42,514 - £51,962 (Global Band 6).
If you are based in the Belfast office the salary is from £39,538 - £48,324 (Global Band 6).
