NOVAS - As part of the senior management team, lead the Housing Department in a growing Tier 1 Approved Housing Body. Job Title: Head of Housing and Development Reporting to: CEO Location: Dublin or Limerick Job Type: Full Time - Monday to Friday About the Organisation: NOVAS is an Irish charity and Approved Housing Body that works with single adults, couples and families who are homeless or at risk of being homeless. The organisation largely operates low threshold services which are client-centred and is the largest provider of homeless accommodation in the mid-west region. NOVAS has over 300 staff and more than 30 services in Limerick, Dublin, Clare, Kerry, Cork and Tipperary. About the Role: The Head of Housing and Development leads the Housing Department at NOVAS and oversees housing acquisition, renovation, construction, and asset management, ensuring compliance with regulations and standards. The position works closely with the CEO, finance teams and board members, requiring a high degree of flexibility and adaptability. Key Responsibilities:Finance: Develop and manage housing budgets, ensuring procurement compliance and timely fund collection. Housing Delivery: Oversee acquisition, renovation, and build projects, adhering to standards and trauma-informed practices. Asset Management: Ensure high standards of property maintenance, asset preservation, and compliance with landlord requirements. Tenant Services: Manage tenant allocations, complaints, and engagement, ensuring compliance with housing regulations. Leadership: Lead the Housing Department, contribute to strategy, and build strong relationships with local authorities. Reporting & Compliance: Maintain risk registers and report on targets to senior management, board, and funders. Ensure timely regulatory submissions. Qualifications and Experience: Third-level qualification in housing, construction, engineering, or related field. Experience in housing management and property development. Strong people management and organisational skills. Knowledge of Irish housing policy and funding models. Full driving licence and access to a vehicle. Experience leading a housing team, ideally in an AHB. Familiarity with CAS and CALF funding models. Over 5 years of senior leadership experience, ideally in the non-profit sector. Experience working with vulnerable groups and complex needs. NOVAS is a not-for-profit Approved Housing Body, working with vulnerable individuals and families.
