Role Profile Job Title: Head of Talent Development Division/Function: People Function Reports to: Chief People Officer Job Family: Corporate Services Career Stream: Professional Career Zone: Line Managers/ Senior Professionals Contract Type: Permanent **Closing for Applications on 1st November 2024** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to overseeing a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. Role Summary In this role, you will be accountable for shaping and leading talent development strategies for the NTMA, to attract, retain, engage and motivate employees while upholding the organisation's values. You will lead all talent management, leadership, learning and development programmes in collaboration with the Chief People Officer and executive leaders. You will be responsible for leading a team of learning and development professionals to deliver programmes that support the people and corporate strategy. Principal Accountabilities Design, develop and implement talent, leadership development and learning strategies that enable our culture of learning, high engagement, and leadership. Partner with Senior Leaders and Managers to identify training and development needs and trends within the business at individual, team, and organisational level. Lead a team of talent, development, and learning professionals. Lead the planning and implementation of engaging learning initiatives, including workshops, e-learning, and coaching sessions. Foster a culture of innovation and curiosity by promoting continuous learning across all levels of the organisation. Create, develop, and manage talent development programmes to support Strategic Workforce Planning, High Performance, Succession Planning and Leadership Growth, working with the wider People Function. Develop programmes and offerings that promote diversity and inclusion within leadership and development programmes, ensuring that development opportunities are accessible to all employees. Monitor the effectiveness of learning initiatives through data analysis and make necessary adjustments. Collaborate with external training providers and industry experts to bring cutting-edge knowledge to our workforce. Develop and manage the Talent and Development budget and external development requests. Lead and manage ad hoc projects as assigned by the Chief People Officer. Experience/ Skills Required for the Role Minimum 10 years' experience in a talent, leadership, learning or organisational effectiveness role. CIPD qualified. Third level degree in Human Resources, Psychology, or Organisational Development discipline. Experience in managing external partners to deliver on the strategic agenda. Proven experience in designing and delivering leadership, talent, and development programmes from graduate to C-suite level. Experience as a leader of talent, leadership and learning functions. A methodical approach to completing a variety of tasks concurrently with a high attention to detail. Foster a collaborative, positive, and professional team culture while ensuring effective communication. Ability to maintain confidentiality and exercise discretion. Strong numerical, verbal, and written communication skills. Be able to demonstrate creative and innovative approaches to enhancing processes and operations. Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
