Job Description

Job Overview:We are seeking a motivated and experienced Health, Safety & Environment Manager to maintain full Power Plant compliance with the aim for best practice. The successful candidate will define, create and drive HSE site strategy, coordinate customer demands, manage operational HSE needs and as the project HSE face, will lead by example in all aspects of operations with a positive influence on the HSE culture. We’re looking for a Strategic thinker with practical application of safety principles. Success in this role at Company will depend on: The ability to maintain safe operations at the Power Plant and to also develop strong professional relationships with the client, client representatives and contract partners to establish common safety goals. Visa: EU passport or Stamp 4 visa required Key Responsibilities: Coordinate the preparation of the project HSE Plan, O&M Phase Plan, Environmental Management Plan, Waste Management Plan along with the Project Manager and Head of HSE to support the Regulator, including Local Authority, An Garda Siochana and Environmental Agency. Regularly interface at a high level with the Client and other stakeholders (JV partners or other). Develop and maintain close working relationships and communication with the Principal Designer. Lead and facilitate with the Project team all aspects of Health, Safety and environment in accordance with Contract requirements, Site HSE Management System, project’s initiatives planning and updated regulation. Carry out planned site HSE audits to monitor compliance with HSE standards and the implementation of necessary measures to eliminate risk, HSE deviations and non-conformities. Presentations to the site team to share lessons learned in order to prevent reoccurrence. Persistent issues to be escalated to the Head of safety along with a proposal for swift resolution. Participation in meetings related to HSE with potential Clients. Positive HSE attitude to be displayed. Actively participate in meetings with the client demonstrating an enthusiastic, positive and clear approach to HSE mirroring the key corporate values. Participate in meetings with the Project Management team. Share innovations, best practice and high-level issues identified on site. Monitor Project HSE KPI and ensure timely monthly delivery to the Head of HSE. Coordinate and prepare HSE reports for Head Office. Ensure the Head of HSE has full visibility and understanding of all reportable events, corrective actions and agreements. Prioritize major hazards and risks across the plant to ensure effective actions are taken to mitigate or eliminate risks with particular emphasis on all High risk activities (HRAs), vehicle people interfacing and general housekeeping. Head incident investigations for EHS and environmental incidents and participate in the management review of all serious incidents. Final report review and lessons learned washout meeting will be coordinated with the Head of EHS and other projects which can benefit from the findings. Hold health and safety meetings with the site supervisors. Ensure that equipment such as machinery and vehicles are maintained in a condition safe to be used and if not, prevented from being used, keeping copies of records of all maintenance, statutory and insurance inspections. Ensure that safe systems of work (safe ways of working) are in place and that these are recorded and communicated as required. Ensure suitable and sufficient Risk Assessments are in place and that these are recorded and communicated as required. Assign responsibility for specific areas to supervisors, ensuring there is a clear understanding of their specific duties and responsibilities. To make spot checks, carry out planned inspections and submit written reports with recommendations and timescales for any required actions. Maintain a training plan for all employees. Review the health and safety performance of their department and submit a report to senior Management. Ensure accidents, illnesses and dangerous occurrences investigations are carried out and reported to the Enforcement Authority, Insurer, and senior Management as required. In conclusion, an action plan, with clear recommendations, and timescales to prevent a reoccurrence may be required. Demonstrate, promote, and encourage positive attitudes and behaviors to develop and maintain a positive safety culture. Assist other projects as directed by the Head of HSE. Qualifications: Excellent knowledge of Irish legislation, Safety Health and Welfare at Work 2005. Excellent HRA (High Risk Activity) Identification skills. More than 5 years of experience in a health safety and environment managerial role. High degree of knowledge regarding Intrinsically safe system of works methodologies. Permit to work systems (LOTO) Lock out Tag Out application and monitoring of processes. Excellent use of English (written & spoken), additional language will be considered as an asset. Excellent communication skills demonstrating respect for others, responsibility building and integrity in all aspects of life. Inspire trust by demonstrating openness and honesty, behaving consistently and living up to commitments. Hold self and others accountable for living the corporate HSE principles. Strong understanding of the principles of prevention. Strong understanding of the Working at Heights Regulations with active involvement in reducing/eliminating risk. Determined and analytical approach to problem solving and incident investigation. PC literate in Microsoft suite. Strong aptitude to manage a team with direct reports. Evidence of active involvement in behavioral programs. Evidence of actively promoting industry Innovations. Must have technical/professional qualifications: NEBOSH General Certificate as a minimum. Lead Auditor, IOSH regional branch participation. First Aid certification and behavioral coaching will be considered as an asset. Clear evidence of maintaining CPD records. Chartered status of a national HSE Institute – CMIOSH. Excellent knowledge of Irish legislation Safety Health and Welfare at Work 2005. Excellent HRA (High Risk Activity) Identification skills. In-depth knowledge of Incident/Accident prevention methodologies. Valid Safe Pass card. Valid Manual Handling Certificate. Strong Mechanical/Electrical & operations of critical systems experience. Facilities Safety Management experience.
