Human Resources Manager A leading non-profit organisation dedicated to supporting individuals with intellectual disabilities and mental health challenges is seeking a dynamic and experienced Human Resources Manager. This role is pivotal in driving HR strategies, ensuring compliance with employment legislation, and fostering a culture of continuous learning and development. As the Human Resources Manager, you will work closely with the Director of Human Resources to develop and implement HR strategies that align with the organisations mission and goals. You will play a critical role in ensuring HR best practices are applied consistently across all regions and will contribute to the ongoing transformation and improvement of HR services. Key Responsibilities: HR Leadership: Collaborate with the Director of Human Resources to maintain high HR standards and contribute to HR strategy development. Serve as a deputy for the HR Director when needed. Compliance & Policy Management: Ensure compliance with all employment laws, public pay policies, and internal HR policies. Keep the Employee Handbook and HR website up to date with current information. Workforce Planning: Chair the Workforce Planning and Organisation Development Committee. Develop and maintain a workforce planning function to meet current and future staffing needs. Work closely with senior management to ensure alignment with strategic goals and approved staffing levels. Learning & Development: Conduct annual Training Needs Analysis and create a learning and development strategy. Manage training initiatives, including mandatory training, management training, and high-potential employee programs. Develop cost-effective training solutions and oversee the training budget. Talent Management: Develop a talent management strategy to attract, develop, and retain high-performing employees. Implement processes for talent development and succession planning. Promote a mobility policy to enhance employee engagement and career development. HR Project Management: Act as the HR project sponsor for IT and CORE system upgrades. Participate actively in the rollout and implementation of new HR systems and processes. HR Administration: Oversee all HR administrative tasks, including compliance with the European Working Time Directive (EWTD), HR contracts, payroll liaison, and leave processing. Manage Garda Vetting processes and serve as the organization's representative on external HR committees. About You: The ideal candidate will have a degree in Human Resources or a related field, along with a professional qualification in Human Resource Management. You should have at least five years of post-graduate experience in a similar role, ideally in a multi-union environment. Key qualities include: Strategic Leadership: Proven experience in developing and implementing HR strategies that drive organizational performance and compliance. People Management: Strong leadership skills with the ability to inspire and develop a high-performance culture. Experience in managing cross-functional teams and driving change. Analytical & Compliance Skills: In-depth knowledge of employment law, HR metrics, and HR systems. Ability to handle complex HR issues and ensure compliance with relevant legislation. Communication: Excellent communication, influencing, and negotiation skills. Ability to build and manage relationships at all levels of the organization. Results-Driven: A proactive approach to identifying opportunities for improvement and innovation, with a focus on achieving organisational goals.
