Interim Human Resources Manager Public Sector , Hybrid, Dublin based We are supporting a significant Irish Public Sector Client to appoint an Interim HR Manager. Reporting to the Head of Division, Corporate Services, the successful candidate will oversee all aspects of the HR function to ensure compliance with legislative and public sector guidelines. You will lead strategic initiatives in recruitment, workforce planning, learning and development, performance management, and employee/industrial relations. This role manages headcount and superannuation schemes, collaborates across teams to enhance organisational effectiveness and staff engagement, and engages regularly with the Senior Leadership Team. Responsibilities: Lead a team of HR professionals, ensuring high standards of HR management from recruitment to offboarding. Develop and implement a people strategy aligned with PSCs goals, guide HR policies and practices, and oversee employee retention, succession planning, and workforce development. Manage performance systems, HR metrics, diversity initiatives, and learning programmes. Handle industrial and employee relations, engage with employment forums, and manage procurement processes within the HR team. Provide legal advice on statutory obligations, support managers and employees on HR matters, and represent PSC at conferences and seminars. This position contributes to organisational development, governance tasks, and ensures high standards of customer service. Education and Experience: 5 years HR management experience in a regulatory environment, preferably within the public sector, with expertise in employment legislation, industrial relations, and stakeholder management. A degree-level qualification is essential, along with strong leadership, negotiation, and communication skills. Membership in a relevant professional organisation and proficiency in public sector pension schemes are desirable.
