Job Description The successful candidate for the position of Manager of Airspace & U Space will report to the Head of Aviation Infrastructure and will manage and ensure safety oversight of the provision of aeronautical information, airspace structures (manned and unmanned), airspace management and instrument flight procedures in Ireland, and other Irish airspace. Principal Duties and Responsibilities Exercise entry control by granting: approvals to individuals to carry out specific activities certificates to an organisation or individual for the provision of services, products, parts, facilities, procedures, or systems, etc. (e.g., AIS, ASM, U-Space/UTM,) Managing the declaration and ongoing deployment of UAS geographical zones in Ireland, including making it available in a common unique digital format information on UAS geographical zones identified and established within the national airspace. Coordinate with the industry, providers of ANS and interested parties the designation of airspace including controlled, uncontrolled, special use, restricted, dangerous, and military operating areas and advise the Head of Aviation Infrastructure on matters concerning the designation of airspace for particular use. Ensure surveillance of the airspace system to determine that participants comply with the required safety standards. This includes audits, spot checks, inspections, periodic meetings with operators, collection and analysis of data, route checks, and liaising with the industry. Ensure the provision of information and support to the operators within the airspace system for the purposes of clarification, policy announcements, technical information, accident information, etc. Support includes giving advice on regulations and standards. Ensure corrective action (i.e., administrative and if necessary legal measures) is taken to comply with the required standards. Advise the Head of Aviation Infrastructure on exit control for all certificate holders involving services, products, parts, facilities, procedures, or systems regarding the: variation suspension revocation, or disqualification of the licence or certificate; and the exercise of exit control over those voluntarily leaving the system. Maintain an ongoing analysis of the airspace system to determine flight safety trends. Ensure the effective and efficient management and operation of the Airspace & U Space Division. Advise the Head of Aviation Infrastructure on specific or general matters relating to the Airspace & U Space Division including: the airspace system, AIS and U Space services plus the certification and surveillance of providers. Provide technical advice in the development of safety standards and in the development of regulations for airspace and U Space. Maintain and preserve records and documents relating to the Division, use of and activities within the airspace system for recording in the Civil Aviation Register. Provide technical advice and support to the IAA Safety Analysis & Performance Division for the investigation of accidents and incidents. Represent the Head of Aviation Infrastructure on matters relating to the airspace system and U Space. Implement the IAAs Performance management System, providing direction, guidance and motivation to direct reports and dealing with employee relations issues in the Airspace & U Space Division. Implement and monitor effective two-way communication, including Team Briefing. Manage health and safety issues in accordance with the Company Safety Statement. Monitor, maintain and develop ISO 9001:2015 quality standards. Ensure equality of opportunity for all employees in area of responsibility in accordance with Company Equality Policies. Requirements The successful candidate should have the following qualifications and skills: Minimum of 5 years as a civil aviation safety regulator An appropriate air traffic control and/or engineering and/or airspace regulation and/or pilot (manned & unmanned) and/or instrument procedures design background Have an appropriate third level qualification or equivalent experience Experience operating a position of responsibility for ATM/ANS/UAS Sound working knowledge of ICAO, EU, EASA, Eurocontrol and other relevant international requirements, including experience in international forums and meetings Detailed knowledge of airspace management/instrument flight procedures/U Space Sound working knowledge of airspace structures, AIS, UAS, ATS and air traffic management systems requirements Sound working knowledge of regulatory requirements and standards Experience in project management. Sound understanding of aviation management systems Experience as a manager of technical personnel Ability to maintain an approachable and professional profile with the industry Ability to effectively prioritise a busy workload Use initiative appropriately including making proposals to the Head of Aviation Infrastructure Good negotiation skills Good management, organisational and interpersonal skills Well-developed communication skills, including verbal, written and presentation Excellent report writing skills Excellent verbal and written reasoning ability Excellent numerical reasoning ability Excellent IT skills, including the full range of Microsoft suite is a prerequisite. Ability to familiarise and become proficient with specialist software is also required Desirable: Experience as an Aviation instructor Extensive knowledge of the European Union Single European Sky performance scheme A formal management qualification or primary or higher degree in a management or technical discipline A proven track record in a management position A good understanding of the financial principles that apply to aviation and in particular aviation regulation This job description is not exhaustive.
