Job Description

Unijobs on behalf of our client, UCD are currently recruiting for a Pensions Officer to work in the UCD Pensions Office. The Pensions Officer will be jointly responsible for the administration of all aspects of the University's pension schemes and related benefits, and the provision of a top quality client focussed service in the area of pensions and related matters. This position is offered on a temporary basis with a contract duration of 3 months. The salary scale for this position is €68,541 - €80,093. Principal Duties and Responsibilities: Ensure the effective administration of the University's Pension Schemes in accordance with University Statutes, legislative requirements, Pensions Authority and Government guidelines. Manage the administration of the Defined Benefit Scheme with a membership of approximately 3,000 staff, including communications with staff and individual consultations. Manage the administration of the Defined Contribution Scheme, ensuring compliance with regulatory requirements. Manage and promote the Additional Voluntary Contribution (AVC) Scheme to staff including timely communications regarding changes. Develop policy in relation to the ongoing operation of all pension schemes. Develop policy and procedures to ensure compliance with legislative and Government requirements. Manage the relationship with the administrators/trustees of all pension schemes and other external service providers. Develop and monitor information systems to facilitate efficient administration of the pension schemes and other benefits, and to provide management information. Provide support services to members and pensioners of both University pension schemes, including individual consultations on all aspects of University and state pension benefits, and other related pensions issues. Provide information services to members including online pension records, up-to-date documentation on the various schemes, and the delivery of information seminars. Prepare the Finance Committee Agenda, ensuring appropriate follow-up action and implementation of relevant decisions. Develop operations and procedures manuals to assist in the smooth running of the Pensions Office and the various schemes. Develop the employment of web and intranet technologies for communication with members. Manage and develop staff in the office. Keep up to date with developments in the Pensions area and prepare briefing documents for senior management. Liaise with the Department of Finance, Department of Social Welfare, Revenue Commissioners and Irish Pensions Boards to ensure compliance with appropriate regulations. Manage the administration of employee benefit schemes e.g. Voluntary Life Assurance Scheme. Review policy in relation to these schemes on an ongoing basis. Pro-actively manage and review policy in relation to pensions' implications associated with various terms and conditions of appointment. Any other duties as directed by the Pensions Manager. Experience and Qualifications: 5 - 6 years' professional experience working in a human resources management role in either a large organisation or a third level institution and a third level degree. Functional Competencies: Pensions: Advanced knowledge of pension concepts, principles, laws, regulations and practices in a public sector context Compensation & Benefits: Strong understanding of compensation and benefits concepts, principles and practices, including pay, leave and benefit administration and policy application. Employee Relations: Significant knowledge of laws, rules, regulations, case law, principles, and practices including dispute resolution and negotiating agreements. HR Information Systems: Good understanding of HR Information systems and tools and their application across different areas of HR. Job Grading/ Career & Promotions Pathways: Good understanding of concepts, principles, practices relating to the description, grading, positioning of roles within an organisation and supporting promotion and career development pathways. Core Competencies: Managing Stakeholders: Good understanding of the importance of stakeholder engagement and ability to respond to stakeholder needs and manages expectations. Managing People: Strong people management skills; ability to align the right work with the right people; delegates tasks according to people's strengths and interests and ensure people have the skills and reasonable resources to complete work. Managing Change: Demonstrated significant approach in tackling work and embracing change; ensuring appropriate stakeholder involvement and engagement in change programmes/projects. Project Management: Extensive project management skills; ability to define the purpose and criteria of a project, roles & responsibilities and ensure deliverable sand milestones are achieved. Building Relationships: Excellent ability to build effective working relationships within own area and more broadly, to encourage cooperation and collaboration in others and foster partnerships to achieve results. Organisational Awareness: Demonstrates an advanced understanding of UCD in its entirety.
