Job Description

Essential Qualification and Experience: Minimum of 3 years experience AND Have a minimum two years managerial or supervisory experience within the health or social care sector AND Hold a recognised Management Qualification (minimum level 6 on the National Framework of Qualifications). Previous experience as a Person In-Charge or management position Desired but not required: Hold a Social Care ORNursing Degree (or equivalent Healthcare Qualification / QQI) Have the experience of setting up new service/s Professional Knowledge & Experience Experience of working with people with intellectual disability and acquired brain injury. Knowledge of services to people with disability Knowledge of social care model of service delivery Knowledge of Person-Centred Planning Knowledge of National Disability Standards (HIQA). Centred Planning Initiate, manage and promote the concept of person-centred planning enabling the service user to identify their personal goals. Ensure co - ordinated interdisciplinary and inter agency service delivery by working in partnership with multi-disciplinary colleagues, day service staff, families and other key people to support the service user to work towards and achieve their personal goals, guided by individual care plan. To assess service users in a regular and systematic basis through the completion of suitable assessment models. Actively promote the participation of persons with a disability in the planning of the centre/residence. Community Participation Promote the social interaction of persons with a disability, with the wider community, in accordance with their choices and personal goals. Operational Management Be accountable for the overall provision of service, work collaboratively and ensure all staff are fully supported to carry out their responsibilities To ensure that no tolerance to abuse is the prevailing culture underpinning service and supports to people Ensure the highest quality service is delivered in alignment of the ethos of the organisation Effectively manage change; develop, implement and review business plans annually following consultation with co-workers, residents and other stakeholders Ensure there is effective record-keeping, monitoring, reviewing and reporting in order to support the effective and orderly functioning of the centre Have overall responsibility for the management of risk Ensure the investigation, reporting and responding to complaints Ensure a high quality of life for residents in the centre Enable and support residents to have choice and control in their lives, and maintain relationships with friends and families including accessing advocates and other professional support as maybe appropriate. Staffing Ensure there is clear communication with co-workers and there are appropriate and effective systems in place for engagement and consultation Ensure the staffing levels and skills mix meet the dependency needs of residents To identify and address training needs within the centre Take part in the on-call system and provide cover when required. Review staffing levels and skills mix regularly and change them as and when necessary to meet the assessed needs of each particular resident. Ensure staffing levels are driven primarily by the need to achieve optimal health and quality of life outcomes for residents. Ensure recruitment and management of staff and co-workers is in line with legislative and good practice requirements and follows policy and procedure. Ensure all co-workers receive regular supervision and annual appraisal. Financial Leadership Prudently manage the organisation's resources within budget guidelines according to current laws and regulations. Ensure appropriate accounting procedures are in place for management of residents accounts and personal monies in keeping with their capacity and personal arrangements. Ensure effective safeguards are in place in respect of residents personal finances. Health and Safety Ensures that the service is in compliance with the requirements of the Health, Safety and Welfare at Work Act 2005. Ensure that accidents and incidents involving service users/visitors/staff are recorded and investigated in accordance with policy and all statutory reports completed. Ensure all staff are aware of their responsibilities in the event of an emergency accident/incident.
