€41,803 (Salary scale: €41,803 - €59,572)

Location:
The Exchange, Belgard Square North, Tallaght, Dublin 24.

Working Hours: 37.5 hours per week

Hybrid working:
Up to 3 days per week

Tenure:
Permanent basis subject to successful passing of the probationary period.

ABOUT THE JOB


The Operations and Organisational Development division is responsible for supporting and empowering the CRU teams to achieve outcomes in our Strategic Plan specifically in the areas of process improvement, finance and governance, human resources, information technology, and communications.


As Procurement Analyst, you will be part of the Finance and Governance Team and will be challenged to develop your technical knowledge while assisting the CRU to achieve its strategic objectives.

DUTIES & RESPONSIBILITIES

  • Provides procurement support in relation to best practice public procurement procedures and assists with the tendering and procurement process:
  • Create, edit, publish and manage tender notices on the national portal ensuring compliance with public procurement regulations.
  • Lead the issue and coordination of Request for Quotations to tender lists and Quick Quotes.
  • Provide access to standard templates, purchasing procedures, checklists, and guidelines required for the tendering process.
  • Part of Tender Opening Committee (etenders platform).
  • Complete Stage One Assessments for the Open Procedure.
  • Obtain and record No Conflict Declarations.
  • Complete commercial evaluation of tenders in accordance with preestablished criteria.
  • Schedule Evaluation Committee Meetings and serve as Note Taker.
  • Coordinate tender clarifications as required.
  • Prepare, obtain approval and issue official purchase orders / Letters of Intent / formal contracts.
  • Maintain eTax Clearance database.
  • Prepare and publish Quarterly Payment Returns on the CRU website.
  • Set up and maintain Procurement Files.
  • Fully utilise and operate eprocurement tools available through
  • Review new website capabilities and make recommendations for changes.
  • Maintain Guidelines document to add to CRU Procurement Policy and Procedures.
  • Manage the supplier database, including adding new suppliers and updating supplier bank details.
  • Interface with internal and external auditors as required.
  • Provide cover for procurement support for team members as needed.
  • Contribute to the development and implementation of the CRU procurement policies, templates, guidelines, and procedures that comply with national and EU public procurement guidelines.
  • Assist the Senior Manager in special assignments and/or duties as agreed.
  • Carry out other functions as required to fulfil the business objectives of the CRU.
QUALIFICATIONS & SKILLS

Essential Requirements


  • An appropriate NFQ Level 8 or higher qualification, preferably in finance, business economics, supply chain management, or closely related discipline.
  • A minimum of 1 year's relevant experience working within a comparable role.
Desirable Requirements


  • Proficient working knowledge of Microsoft Office suite and computerized systems.
  • Demonstrate strong commercial awareness with a strong business focus.
  • Strong attention to detail and accuracy.
  • Effective communication skills, with the ability to consult at all levels of the organisation.

THE PACKAGE
Starting salary of €41,803

  • Salary scale: €41,803 €59,57
  • Entry will be at the minimum point of the scale.
  • The rate of remuneration may be adjusted in line with Government pay policy.
  • Different pay and conditions may apply if the appointee is a serving civil or public servant.
  • Salary increments will be awarded annually, subject to satisfactory performance.
