Telecoms Project Engineer ROLE & PURPOSE: Ensure that telecoms design complies with a company design process. Ensure products specified in design have required Product Acceptance. Ensure that telecoms design meets agreed scope and signaling design specification. Ensure that telecoms design meets agreed implementation strategy & programme. Manage technical issues and their resolution between telecoms designer and SET department. Liaise with SET Telecoms Designated Project Engineer and telecoms designer, managing communication and technical requirements. Liaise with external multidisciplinary consultants, such as respective Project Engineers. Manage the Bill of Materials Support design Interdisciplinary Checks and Reviews to a company process, ensuring readiness between telecoms designer and SET Designated Project Engineer. Lead and participate in engineering meetings with Design and SET to deliver project to scope and programme. Lead technical discussions and meetings for telecoms on behalf of DART+Notify Head of PMO & Systems Team Lead of all potential scope changes and comply with Change Control process for the project, updating the applicable register when required. Manage and comply with company process for telecoms designs produced by third party, telecoms design contractor. Assist Head of PMO & Systems Team Lead, DART+ to implement required engineering for project to programme and budget. Assist DART+ Programme Managers to implement required engineering for project to programme and budget. Assist SET Designated Project Engineer and Design for any applications for temporary or permanent derogations to company standards. Provide signal engineering professional support to the project. Produce progress and technical issues reports for DART+ telecoms engineering. To deputize for Head of PMO & Systems Team Lead when required. Support junior members of the DART+ team, including personnel in training, such as graduates or apprentices. Working Relationship with: DART+ Team. SET Department External contractors, such as design and installation contractors. External consultants, such as project multidisciplinary consultants. Other company departments e.g. CCE, IMO, IM procurement, CIE Group IT. External Agencies as necessary. Key Qualities: Essential: Recognised academic & practical qualification to demonstrate competence in the necessary technical skills and experience. Member of Engineers Ireland or other relevant professional body. Minimum of 5 years project engineering experience in railway engineering or similar multi-disciplinary engineering environment. Relevant project engineering experience for projects of a similar complexity. Demonstrable ability to manage engineering process and associated issues. A good working knowledge of railway telecoms and signalling system. A good understanding of major railway engineering discipline interfaces. Strong leadership, negotiation and interpersonal skills. Good communicator. Desirable: An Engineering degree in a relevant discipline. Chartered status. Knowledge of railway infrastructure and railway operations. Knowledge of the Construction Regulations. Experience and understanding of Safety Assurance processes. Competencies: Commercial Awareness. Railway telecoms engineering. Strong leadership skills. Excellent communication skills. Established specialist knowledge. Demonstrable ability in planning and organising. IT literate and good skills with MS Office applications. Safety: To act as a focus for safety in line with the relevant Safety Management System (Safety Management System) and to discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement (SRS). Engineering: To ensure that all projects are properly authorized and progressed in accordance with the building regulations and IE policy, standards and procedures. Business: To manage, coordinate and control all projects and related activities for your business. People: To ensure constant communication with all colleagues within your area and to support the People Management policy within the DART+ team. Specific Responsibilities: Assist the Head of PMO & Systems Team Lead in the delivery of capital projects. Assist the DART+ Programme Managers in the delivery of capital projects. Responsibility in your area of control for the feasibility work, design, procurement, construction, commissioning and handover of projects. Responsible for ensuring that projects are managed in accordance with defined project management and control procedures. Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting. The successful candidate will manage all aspects of the signal engineering within DART+. You will completely and fully deliver your responsibilities as specified in the Safety Responsibility Statement which accompanies this role. Observe and comply with all IE policies, standards and procedures and facilitate compliance with the Companys Safety Management System Undertake and manage, as appropriate, incident investigations as requested. Review on an on-going basis risk relevant to your role including both occupational and asset related risks. Support the Safety Assurance Manager in achieving APIS approvals Comply with corporate HR policy and procedures. Provide support to staff as part of a team to enable the execution of their role. Liaise and manage as applicable, internal and external project resources to deliver the DART+ projects to the agreed scope, programme and budget. Support project stakeholder process to ensure expectations are met throughout the project. Communicate effectively with staff to ensure proper execution of tasks. Undertake all activities in line with the company governing procurement policies and procedures. Support the DART+ team in their preparation of reports for Programme Controls.
