Role Profile Job Title: Project Manager Division/Function: National Development Finance Agency Reports to (job title): Senior Project Manager Job Family: Project Management Career Stream: Professional Career Zone: Professional Contract Type: Permanent **Closing Date for Applications: 11th October 2024** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority (NewERA), the National Development Finance Agency (NDFA), the Ireland Strategic Investment Fund and the State Claims Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland. The NDFA provides financial advice to State authorities in respect of those public investment projects which are referred to it, with a capital value over €75 million. The NDFA procures and delivers Public Private Partnership (PPP) projects as requested by State authorities (with certain exceptions such as Transport Infrastructure Ireland) and also provides post-handover contract management and support services to some sponsoring bodies in respect of the operation and maintenance of their operational PPP facilities, and directly procures certain Exchequer-funded projects on behalf of the Department of Education. Career Average Defined Benefit Pension Scheme Role Summary One of the NDFA's roles is to provide contract management and project support services to Government clients across a €1.2bn portfolio of operational (post construction) public private partnership (PPP) infrastructure contracts in the education and social sectors. We are seeking to recruit a Project Manager to join our operational PPP contract management team. The primary focus of the role will be to lead the day-to-day project/contract management of operational PPP project/projects. In addition, the successful candidate will have an opportunity to provide support and input into the planning, procurement, and construction stages of our new projects. Key Responsibility Some of the key tasks the successful candidate will be required to perform include: Meet regularly with the PPP Co. representatives, client department officials and end users. Conduct audits and reviews to ensure that the PPP Co. is performing its obligations under the contract. Monitor and report project risks and control measures including costs and change control, programme, health and safety and service delivery standards. Chair client meetings and represent the NDFA at key project meetings and other engagements. Develop/maintain project corporate governance structures in partnership with client bodies and ensure the NDFA's responsibilities are being carried out in line with the relevant Service Level Agreement. Prepare reports, recommendations, memorandums and presentations as necessary. Administration and management of all project documents, registers and trackers on the NDFA electronic document management system. Review and input to tender cost reports, contract variations and claims and make recommendations to the NDFA's management. Manage stakeholder relationships and ensure that the integrity and reputation of the NTMA/NDFA is held in high regard in all dealings. Undertake and contribute to other duties within the NTMA/NDFA as may be required from time to time. Qualifications/Knowledge Third level honours degree (or equivalent) in construction, engineering, quantity surveying, or building/project management related discipline. Chartered membership of a relevant professional institution (desirable). Project management and/or building energy/sustainability related post graduate qualification is desirable. Knowledge of the policies, key issues and management strategies associated with climate action and sustainability on large scale building projects. Knowledge of building management, energy monitoring systems and performance management systems is desirable. Experience Preferably 5+ years working within a contract/project management team in building services, facilities management or similar environment, including: Contract administration, project management or cost management. Some experience of working with or within a public works form of contract, especially PPP or design-build type contracts, would be an advantage. Working unsupervised or as part of a team within a well-defined project organisation structure. Stakeholder/counterparty engagement. Report writing and risk monitoring/management. Quality assurance monitoring / auditing of processes and procedures. Other relevant experience includes: Experience of operational PPP or other facility management contracts. Experience contributing to the development of a high performing culture and the execution of wider business goals and objectives. Skills The ability to manage multiple tasks with different priorities on a day to day basis. Excellent and professional stakeholder engagement/collaboration skills including helping to build and manage multi-stakeholder teams. Excellent written and oral communication skills with attention to detail and accuracy. Self-motivated, with ability to work on own initiative. Commitment to CPD training. Full clean driving licence as travel to project locations will be required. If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
