Job Description

  • The quantity surveyor will be responsible for managing the pre and post contract requirements of the Infrastructure Department's Portfolio, ensuring they are being adhered to and fulfilled in line with the requirements of the awarded framework agreements and Work Orders (call-off contracts).
  • Pre-contract, the role holder will work closely with the Contracting Entity's Procurement and Legal team providing support to the Programme Directors on the engagement of Contractors and/or Consultants in accordance with the Contracting Entity's procedures and procurement strategy.
  • Post contract, the quantity surveyor will be involved in the management and administration of the Work Orders from award to completion, take-over of works and final assessment.
  • The quantity surveyor shall support in the review and acceptance of subcontractors and acceptance of subcontract documents in line with the contract.
  • The quantity surveyor will also oversee the monitoring of Contractor and/or Consultant performance based upon the contractually agreed Key Performance Indicators and contributing to the management of any disputes, as required.
  • Preparing estimates and setting up Bills of Quantities for civil construction projects.
  • Review of tender documents and information issued and recommend additional inclusions or corrections in tender documents.
  • Prepare post tender evaluation reports.
  • Preparation of monthly cost reports, accruals including assessment of variations and reporting and costing of risks.
  • Prepare cash flow forecasts.
  • Reviewing and approving monthly payment applications. Developing payment certificates and liaising with the finance department on payments.
  • Tracking and agreeing on contractor claims/variations.

Qualifications

  • A minimum of 5 years' experience on capital infrastructure projects is preferred.
  • Qualified graduate in a relevant discipline with a minimum of 3 years relevant work experience or previous proven experience in a cost management environment.
  • Competency in utilising computer software for cost planning and contract administration would be beneficial.
  • Familiar and have demonstrable experience of both pre- and post-contract roles.
  • Experience in cost management of projects within infrastructure sector desired but not essential.
  • Ability to operate in a fast-paced environment to manage client expectations and deliver high quality service.
  • Role will suit a highly motivated individual who is ambitious and is looking for an opportunity to develop personally with a clear path for progression.
  • Ideally you will be working towards your professional Accounting or Quantity Surveying (RICS or SCSI) Chartership, although individual circumstances will be considered.
  • Excellent written and verbal communication skills.
