Position: Refuge Change Management Facilitator Salary €52,000 Closing Date for receipt of CV and detailed cover letter is 20th of September 2024 Role and Purpose of Refuge Change Management Facilitator The Refuge Change Management Facilitator will facilitate, develop, and oversee a robust project plan for refuge development. They will be responsible and accountable for the delivery and monitoring of the project plan and will lead and manage the process, with authority and responsibility from ADAPT Kerry management and Board of Trustees, ensuring completion of milestones within agreed timelines. They will be responsible from the start to the end of the refuge development project, making sure the work gets done efficiently and satisfactorily. The Facilitator is the point of contact on behalf of the ADAPT Kerry regarding all aspects of refuge change management. Overview of general responsibilities Plan and develop the project plan. Create and lead a refuge development advisory committee if required. Monitor change management project progress and set deadlines. Where appropriate, work in partnership with project manager. Mitigate issues that arise. Manage funding. Ensure stakeholders satisfaction. Evaluate Project Performance. Role in Early-Stage Developments Working with internal and external stakeholders to define the project and create a process to complete the work of the project. This includes setting and managing expectations, defining the scope of the project, understanding the project risks, developing a detailed project plan, and assigning specific tasks to specific stakeholders or staff/Board of Trustees of ADAPT Kerry Establishing and maintaining interagency support working through advisory group and other engagement activities. Working with relevant key stakeholders to acquire a suitable site for the construction of the refuge facility if required. Oversee the project through the CAS funding application process starting with CAS Stage 1 submission. Role Following Stage 1 CAS application approval. Work with the Housing Agency to procure a Design Team and Project Manager. Work closely with the appointed Design Team at each stage of the project, including attending all necessary Design Team meetings,to create a plan for the building that meets the needs of the service, as specified by ADAPT Kerry that reflects consultation, engagement and feedback from staff and service users. Work closely with the Project Manager to oversee the CAS process ensuring open lines of communication for updates and feedback to management and Board of Trustees facilitating appropriate and timely responses. Provide periodic reports and briefings tomanagement and Board of Trustees on developments and notify, in a timely manner, any risks that may impact on the projects progress. Work in partnership with the relevant offices of CUAN, DOJ, the DHLGH, the Housing Agency and Local Authority to ensure clear and timely flow of information and progression through each stage of the development. Role in Resource Planning and Budget Management Responsible for oversight and reporting on funding released from the relevant County Council on approval of Stage Completion Certs. Prepare a detailed business case for submission to funders, relating to the operational needs of the service (including service provision), in conjunction with the ADAPT Kerry, taking account of the essential resources which will be required to operate the service on completion of the project. Manage the financial aspect of the development and operating costs ensuring compliance with all terms and conditions of funding ensuring the project remains within the approved budget. With final decision approved by the Board of Trustees. Support the Project Manager to identify necessary fit out requirements, costings, and procurement. Support the Project Manager in the procurement of essential annual service contracts and identify all associated fit out costs for the refuge building. Role in Supporting Service Delivery Support the identification, development, and timelines for the implementation of additional support service provision. Manage compliance and achievement of high standards in planning for service provision i.e., trauma informed. Where relevant, support ADAPT Kerry to plan and co-ordinate the transition of services, existing and new, from existing sites to the new site. Ensure all statutory obligations, where relevant and outside the Project Managers role, are met by ADAPT Kerry Skills and Qualifications: A Third Level Qualification in Business; Community Development; Financial Management or Project Management is required. Significant recent experience in managing a similar project is required. Experience of successfully managing public funding. Experience in business analysis and assessment. A proven track record in project management and change management.
