Position: Registrar Contract: Permanent Reports to: Academic Dean Location: Hybrid Overview: A leader in career education since 2000, Hibernia College is Ireland's ?rst accredited blended learning third-level institution. The College has grown rapidly in scale, strength and stature since its foundation and specialises in the delivery of programmes up to level 9 NFQ with particular focus in professional education, including initial teacher and nurse education programmes. Job Purpose: The role of Registrar covers a diverse range of activities, functions and responsibilities including the day-to-day and ongoing management of academic affairs and quality assurance across the institution, ensuring academic integrity, and longer term strategic and policy development. Reporting to the Academic Dean, the Registrar provides leadership in respect of detailed and complex issues concerning individual student and faculty cases, programme design, assessment and standards, and student applications, advice on strategic collaborations, inputs into organisational change as well as involvement in national HE policies. The Registrar takes the lead responsibility for effective quality assurance and in doing so leads the development of college policy and procedure implementation to ensure compliance with legal and statutory requirements in respect of the provision of programmes and services to students. The Registrar is also responsible for the implementation of the processes and procedures governing the admission, registration, examination, assessment, progression, and graduation of students. Key responsibilities and tasks: ensure and facilitate effective quality assurance of the College as an accredited academic institution. act as the central liaison officer between the College and QQI, provide support to the Programme Directors with their various accrediting bodies or collaborating institutions. ensure the integrity, accuracy, and security of all academic records of all programmes and of current and former students. lead, motivate, support, and develop the Registry team across the functions of Quality Assurance, Assessment and Awards, Admissions and Data and Records. oversee planning and coordination of Registry activities to ensure all deliverables are achieved. facilitate fair, and effective student registration and enrolment. design and implement policies and procedures for responsible conduct as an academic institution. oversee the processes for the recognition or awarding of credits, recommendation for awards, production of official transcripts, diploma supplements and commencement ceremonies. counsel and advise students, faculty, and staff on academic matters. interpret and enforce policies and regulations of the College and its awarding bodies. facilitate and support the development and diversification of the College's portfolio of programmes and partnerships. provide for change in the structure, design and delivery of programmes. monitor the implementation of academic policy and quality assurance procedures across the College and at programme level. carry out instructions of the Academic Board for the conduct of the general academic business of the College. be responsible for the administration and conduct of examinations and assessments and recommendation for awards. liaise with external examiners and chair Board of Examiners meetings. cultivate a learner-centred culture throughout the Registry department. be responsible for the establishment and implementation of appropriate disciplinary and complaints policies and procedures. be responsible for the ongoing review of effectiveness of the institution as an academic organisation. support and lead ongoing quality enhancement projects throughout the College. Liaise with the Academic Dean and Programme Directors in relation to cyclical reviews, such as, programmatic, and institutional reviews. engage and collaborate with key stakeholders in the development of best sectoral practice. Any other such duty commensurate with the role. Working Relationships The Registrar will work closely with all departments within Hibernia College. Structure The Registrar shall report directly to the Academic Dean. Personnel Specification The successful candidate will satisfy the following criteria: Essential: Qualified to at least Masters' level. Relevant experience of quality assurance, policy development and implementation in the education sector. Experience of policy development and implementation including external policy requirements. Experience of working with academic and professional accrediting authorities. Experience of contributing towards programme development on professional and academic educational programmes. High level of competence in communication and interpersonal skills demonstrating excellence in diplomacy and negotiation. Self-motivated leader with a proven record in effective team leadership and management and the ability to motivate and empower others. Desirable: Relevant experience of quality assurance, policy development and implementation in the education sector. Experience of developing and managing new projects or programmes in an environment that requires a high level of diplomatic and public relations skills.
