It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (NewERA), the Ireland Strategic Investment Fund (ISIF) and the National Development Finance Agency (NDFA). The NTMA also assigns staff to the National Asset Management Agency (NAMA), the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). Recently the NTMA mandate has expanded to include management of the Future Ireland Fund (FIF) and the Infrastructure, Nature and Climate Fund (ICNF). This role is to manage the finance operations service delivery to ISIF and/or FIF and ICNF. ISIF is a sovereign development fund with a mandate to invest on a commercial basis to support economic activity and employment in Ireland while the newly formed FIF and ICNF are sovereign wealth funds. The State Claims Agency (SCA) Enterprise Risk Management Unit (ERMU) has exciting opportunities for engineers wishing to work in the area of risk management. The ERMU, which consists of risk professionals from engineering, science, public health and life and social science backgrounds, is responsible for actively identifying and analysing State authorities key strategic and operational risks and working with them to mitigate the associated claim exposures. See for futher information Role Summary Successful candidate(s) will work nationally and locally with State Authorities such as the Health Services Executive (HSE) and voluntary healthcare services, Office of Public Works, Tusla, the Defence Forces, the Irish Prison Service, An Garda Sochna, Government Departments and Agencies and certain school sectors leading engineering and risk initiatives with a view to preventing incidents and events which may lead to claims. The Risk Engineer(s) will have a particular focus in preventing injuries to staff, service users, students, members of the public, visitors, contractors and advising on property risks including estates, fleet and other State lands and infrastructure. The successful candidate(s) will play a pivotal role in advising on operational risk, property and fleet management, fire safety, environmental management, health and safety and indemnity and insurance. We assist client State Authorities in evaluating their risks, identifying national trends and work collaboratively to implement risk-mitigation strategies. Typically, this role encompasses a mix of on-site client visits and provision of guidance, advice and report development, with the flexibility of hybrid work. Examples of our includes: Guidance on machine guarding, fleet management and statutory inspections. Review of radon, asbestos, mould and noise management across State buildings and development of guidance. Fire safety management reviews and guidance. Including fire register, emergency planning and risk assessment guidance. Government Circulars on Blended working, Management and Maintenance of Accommodation and procurement. Principal Accountabilities Building management including fire safety and safety inspections and reviews. Advising on management and maintenance of properties, buildings and fleet including heritage sites; Developing, sponsoring and supporting property, fleet and equipment safety initiatives; Providing advice on risk management, indemnity and insurance, in particular in relation to compliance with regulatory requirements, construction, procurement and lease arrangements; Reviewing, analysing and extracting learning from incident and claims data available on the National Incident Management System (NIMS); Sharing incident and claim learning, including reviewing expert reports, with State authorities and national stakeholders to inform risk mitigation strategies at local and national level; Providing advice on the development of risk policies, regulations and standards at national level; Delivering education and training programmes; Liaising with internal SCA stakeholders. Knowledge and experience In order to be considered for this position candidates must have: A minimum of 5-10 years' experience working and leading projects in a relevant area. A Engineering degree (NFQ level 8), accredited by Engineers Ireland or an equivalent professional engineering body in another jurisdiction. Experience working with fire, building, construction, facilities, fleet and health and safety regulations and Codes. The following is desirable: A further qualification in fire safety, facilities and/or building management, fleet or equipment management. risk management, occupational health and safety, insurance would be an advantage. Skills Qualitative and quantitative skills. Organisational and written skills. Exercise discretion in handling confidential and sensitive information. Diplomacy skills in dealing with different stakeholder needs and demands. Candidate must have a valid driving license.
