Job Description

The Scheduling Lead will be responsible for leading the scheduling and resourcing team within the PMO function. The role holder will lead the development and management of the overall schedule management which considers all methodologies required to develop and manage the schedule including working and reporting calendars, resources, costs, interfaces, claims, risks, constraints and assumptions.

The role holder shall provide leadership in scheduling and resourcing throughout the delivery of the project, ensuring that the schedule management plan is being complied with across the project, including by the Project Delivery Partner and the appointed contractor(s).

  • Lead the scheduling and resourcing team within the PMO function
  • Lead the development and management of the overall commission schedule management plan which considers all methodologies required to develop and manage the schedule including working and reporting calendars, resources, costs, interfaces, claims, risks, constraints and assumptions
  • Identify and define an appropriate software, where required, for scheduling and resourcing and support in the implementation of the scheduling and resourcing software
  • Lead the development of the baseline master programme as part of the schedule management plan, which can be shared with tenderers during the procurement of the Major Infrastructure Contracts
  • Consider the scheduling planning undertaken to date and build upon this when developing the schedule management plan
  • Share the schedule management plan with scheduling team to review and provide input into to finalise the plan
  • Lead the development of the tender requirements and contractual requirements, including contractual KPIs in relation to schedule accuracy, achievement of key milestones and timely submission of programmes for the Core Contracts
  • Develop and manage the integrated work breakdown structure for the project
  • Oversee the approach for programme delay analysis which shall be applied by the Project Delivery Partner and the contractor(s) delivering the scheme
  • Support during the tender evaluation phase of the procurement process, assisting with tender clarifications and evaluation of tender submissions in relation to scheduling and resourcing
  • Manage the overall project schedule management plan which considers all methodologies required to develop and manage the schedule including working and reporting calendars, resources, costs, interfaces, claims, risks, constraints and assumptions
  • Manage and update the baseline Master Programme as part of the schedule management plan.
  • Coordinate all updates from the Project Delivery Partner into the overall schedule management plan to ensure that all issues are identified and resolved on a proactive basis
  • Coordinate and lead a scheduling forum with all relevant parties to include the Project Delivery Partner, contractor(s) and the M500 Contractor to ensure a collaborative and integrated approach to scheduling and resourcing is embedded throughout the project
  • Monitor progress on key delivery milestones and report on compliance in line with the agreed Baseline Programme
  • Monitor the Project Delivery Partner's management of the contractor's construction schedules
  • Lead programme discussions with partner operator in relation to scheduling and progress during the weekly and monthly progress review meetings
  • Capture all necessary requirements within the master programme (e.g., PSC, CRR)
  • Check requirements against NEC 4 contract terms and conditions
  • Oversee and coordinate the project programme delay analysis which shall be applied for by the Project Delivery Partner and the contractor(s) delivering the scheme
  • Ensure handover of all scheduling and resourcing management systems and processes and information to entity
  • Effectively lead a team of schedulers to review internal schedules, review contractor's schedules, analyse, review, validate and report on any time impacts, scope change impacts or delay enabling early identification of risks
  • Provide an independent, objective view of scheduling and resourcing across the various levels of governance and other stakeholders as required

Qualifications

15+ years' experience in schedule management with at least 5+ years' experience within metro rail projects or projects of a similar scale and complexity

Further experience / understanding of the following is required:

  • Coordinating and organising multiple sources of schedule inputs / performance data into a master schedule platform and deliver project / program status reports as required
  • Scheduling and resource management in multiple large scale / value projects and programmes
  • Advanced capability and experience of scheduling systems administrative functions such as layouts resources, reports, codes, etc.
  • Microsoft Project, Excel, PowerPoint
  • Performing monitoring, reviewing, planning and scheduling functions which include schedule development, control, analysis and the interpretation of complex data sources and documents
  • Working with design and construction contractor(s) and carrying out associated supplier/ contractor schedule reviews / acceptance and implementing impact assessment protocols
  • Building critical path schedules from knowledge and first principles, interviewing and leading workshops with project resources
  • Defining and agreeing progress reporting approaches with the contractor(s)
  • Managing contractor/vendor relationships and understanding standard practices in the design and construction industry, including knowledge of last planner, lean methodologies, fast-track design build process and associated documents and contracts
  • Communicating and coordinating skills to lead a team of diverse backgrounds and experience towards a single project outcome
  • Project controls design and implementation
  • Presenting complex technical information to senior management.
  • Deploying resources (organisation/ people)
  • Earned value, schedule analysis, and financial performance analysis
  • Experience gained within safety critical and regulated environments such as metro / rail would be desirable
