Senior Development Officer Recruitment Pack About NEHA NEHA exists to provide high-quality, secure, and affordable housing appropriate to the needs of families and individuals in the northern and eastern regions of Ireland. We support thriving communities through quality housing and ongoing tenant support. We manage around 800 homes and provide housing management and tenant support services across twenty-six locations in eleven local authority jurisdictions. NEHA is primarily a general needs Approved Housing Body (AHB), but we also work with partners to offer housing services for people with specific needs. Role Profile Line Manager: Development Manager Role Purpose: Provide senior team support for the development and delivery of growth targets within NEHA's current strategy (to 2024) and future strategy (to 2029). Handle transaction financial management and property legal conveyance processes. Key Responsibilities: Project and Transaction Management: Support or lead project management of new developments and related multidisciplinary transactional activities. Engage in feasibility/appraisal of multi-agency expression of interest opportunities and strategic new business areas per the NEHA Strategic Plan and Local Authority Housing Delivery Action Plans. Assist the Development Manager with the traffic light assessment and evaluation of turnkey-led acquisition opportunities and prepare feasibility and economic appraisals. Support the Development Manager with stakeholder and business relationship management to sustain new and repeat business opportunities. Coordinate compliance for turnkey and development agreement-led projects with funding and regulatory bodies. Provide senior inputs on strategies from partners and funding agencies, helping with SWOT analysis and strategic position papers to support decision-making. Engage with internal executives, local authorities, government departments, and community project sponsors for business cases and updates to the North & East Development & Property Services Committee and Board. Project Management Accountability: Collaborate with technical teams to design and specify accommodations that meet tenant needs. Coordinate legal and statutory compliance related to contracts, construction, and funding. Ensure health and safety regulations are adhered to, including construction regulations. Monitor project capital expenditure, ensuring budgets and cash flow projections remain on track. Work with the finance team to ensure timely capital advances and payment agreements. Ensure all documentation is complete upon project handover, in compliance with legal and safety regulations. Administrative/Corporate Responsibilities: Stay informed on relevant memoranda, public procurement, and statutory regulations affecting projects. Prepare comprehensive reports and updates for the Development and Property Services Committee. Contribute to the delivery of a quality service by developing and implementing policies and procedures. Keep up to date with legislative changes. Undertake occasional duties consistent with the role's responsibilities. Person Specification Qualifications, Experience, and Knowledge: Essential: Relevant construction or property-related experience and/or a 3rd level degree in planning, surveying, or a related field. A minimum of 3-5 years post-graduate experience in a planning, development, or surveying environment. The role requires access to personal transport and flexibility for travel. Highly Desirable: A project management qualification. Knowledge of project financing solutions and funder covenant conditions. Experience with residential accommodation provision under the Government Housing Policy. Experience with Development Agreement contracts. Skills and Abilities: Proficient in computer applications, including MS Project, spreadsheets, word processing, and presentation software. Ability to work well within a team environment. Strong efficiency and ability to self-direct within delegated areas of authority. Good awareness of housing policy, particularly the Housing for All Plan. Strong project and transaction management, communication, and stakeholder engagement skills. Ability to coordinate multiple projects while balancing business development and delivery. Effective time management and prioritisation skills. Negotiation skills and a solutions-focused approach to problem-solving. Commercial awareness and familiarity with digital platforms for transaction and data management. Willingness to work outside normal office hours when required. Full clean driving licence. Key Terms & Conditions Salary: €67,582 to €77,355 per annum, depending on experience. Location: Head office in Blanchardstown, D15. Hybrid working is possible after completing three months of service.
