The role The role of the Senior Executive Librarian is a professional middle management position in South Dublin County Council and is assigned responsibility for the direction and management of one or more sections / branches within South Dublin Libraries. The Senior Executive Librarian will be a member of the libraries management team reporting to the County Librarian and is expected to contribute to the development and implementation of forward thinking strategies and to work closely with other staff and teams to deliver high quality library services to the public. The office is wholetime, permanent and pensionable. A panel will be formed to fill permanent and temporary vacancies. Persons employed will be required to work in any location within the South Dublin administrative area. Salary €58,252 - €59,677 - €61,341 - €63,011 - €64,680 - €66,172 - €67,700 - €69,179 - €70,656 - €73,185(LSI1)-€75,728(LSI2) Hours of Work The successful candidates normal hours of work will be 35 hours per week. Hours worked may include weekends and late evenings as required by the Library Service. The Council reserves the right to alter your hours of work from time to time. Annual Leave Annual leave entitlement for this position is 30 days. Essential Education, training, experience Each candidate must, on the latest date for receipt of completed application forms: hold a degree (level 8 on the National Framework of Qualifications) in the area of Library and Information Studies, have satisfactory experience of library work including satisfactory experience at a management level. Desirable Education, training, experience be able to work within, and where necessary lead, multi-disciplined teams and have the ability to motivate, empower and encourage staff under his/her control to achieve maximum performance; be capable of working in close co-operation with other South Dublin County Council Departments and with outside agencies; demonstrate relevant administrative experience at a sufficiently high level; have a careerrecordthatdemonstratesa high levelof competence in the management of staff; have the ability to manage financial resources within a budgetary control framework; have a strong understanding of the professional role of the librarian and of 21st century library services; have a satisfactory knowledge of public service organisation in Ireland; understand the changing environment in which South Dublin County Council operates and be capable of leading change in order to deliver quality services to our citizens; have the ability to provide excellent customer services and have an excellent understanding of South Dublin County Councils Customer Service Action Plan and Citizens Charter; be motivated to achieve maximum performance by supporting the current Performance Management and Development System (PMDS); have strong interpersonal, communications, networking and advocacy skills; have a good understanding of the role of digital technologies in the delivery of 21st century public library services; have an ability to manage and develop IT services and resources; have good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace; have an understanding of the role and duties of managers in safety management in the workplace; be able to deputise at a senior level. Duties The duties of the Senior Executive Librarian will be consistent with the provision of a modern 21st century public library service that is responsive to the changing requirements of customers of all ages and abilities. The duties will include but are not limited to: Strategic management and development of the library service Financial process management and budgetary control including procurement Management of Government funding applications Supervision of Performance Management Development Systems HR Management, including Co-ordination of staff training and development programme Programmingandliaisingwithlocalcommunityandkeystakeholders. Management of administration functions such as HR; Health and Safety and Risk assessment; facility management Monitoring and development of polices; development of programmes and strategic service delivery plans. Collection development and ICT services including e-Service Deputising for County Librarian, as requested Persons employed will be required to work in any location within the South Dublin administrative area.
