**Senior Programme Manager (Rail) Job Description** Manage rail investment projects and programmes, overseeing delivery from concept development to completion, and liaising with stakeholders to ensure compliance with national policies. **Job Responsibilities:** * Manage the delivery of rail transport projects through various stages of a project life cycle * Oversee and manage the delivery of NTA funded rail projects by other agencies * Undertake reviews of project designs and project proposals * Prepare investment plans for transport programmes * Oversee the appraisal of transport projects, including reviews of business cases * Manage a portion of the NTA's overall capital investment budget * Ensure compliance with national policies, including planning and procurement policies * Prepare regular progress and expenditure reports * Develop transport policy and guidance * Develop and assist in the development of transport strategies and related implementation programmes * Undertake transport analyses for the purpose of defining public and sustainable transport proposals **Key Requirements:** * Hold a minimum of an NFQ level 7 qualification in a relevant discipline (engineering or project management or equivalent) * Have a minimum of 7 years satisfactory experience of engineering or project management work, including at least 3 years satisfactory experience in the management of rail transport projects * Demonstrate strong leadership and management skills * Possess a high standard of technical training and experience **Desirable Skills:** * Experience in the design development stage and the construction delivery stage of rail infrastructure projects * Experience in the management and delivery of multi-project infrastructure investment programmes * Ability to manage financial resources for a multi-project portfolio within a budgetary control framework * Good knowledge and awareness of health and safety legislation * Ability to work within and lead multi-disciplined teams * Strong interpersonal and communication skills * Superior report writing skills * Good level of computer proficiency
