Job Description

The National Treasury Management Agency (NTMA) is seeking a Senior Project Manager to lead the procurement, delivery, and operation of large-scale Government building projects, including housing, education, and justice.

The NTMA provides asset and liability management services to the Irish Government, managing various businesses such as borrowing for the Exchequer and the National Debt. The agency also assigns staff to other organizations, including the National Asset Management Agency and the Strategic Banking Corporation of Ireland.

The Senior Project Manager will be responsible for leading a project management team, developing stakeholder relationships, and maintaining good project governance structures. The successful candidate will have excellent project management, technical, and contractual experience in infrastructure procurement and delivery.

Key responsibilities include:

  • Leading and developing a project management team delivering services to client Government Departments and agencies.
  • Creating and maintaining stakeholder relationships with various parties, including internal and external stakeholders.
  • Developing strong relationships with counterparties and ensuring the integrity and reputation of the NTMA is held in high regard.
  • Project Management through design, planning, procurement, and construction phases of large-scale public capital projects.
  • Implementation of robust climate action/sustainability strategies and oversight of scheme design and planning processes.
  • Preparing reports, recommendations, board papers, and presentations.
  • Monitoring and reporting of project risks and control measures, including costs and change control, programme, health and safety, and construction quality.
  • Procurement and management of external advisors.

The ideal candidate will have a third-level degree in a relevant discipline, such as construction, engineering, or project management, and chartered membership of a relevant professional body. They will also have 10 years of relevant project management experience, including management of project budgets, design, capex, opex, and change control.

The successful candidate will have excellent team leadership and project management skills, excellent collaboration and stakeholder management skills, highly innovative with strong analytical and decision-making skills, and excellent communications skills.
