Job Description

**Job Summary** Manage cost control on behalf of the Contracting Entity, ensuring effective management and control of spend, and ensuring payments are compliant with contracting reimbursement principles. **Job Description** The SQS is responsible for managing a team of Intermediate Quantity Surveyors to ensure effective management and control of spend, and ensuring payments are compliant with contracting reimbursement principles. This includes monitoring the anticipated final project costs and providing cost management and cost advice to the Claims, Contract Management and Project Management team. **Key Responsibilities** * Manage a team of Intermediate Quantity Surveyors to ensure effective management and control of spend * Ensure payments are compliant with contracting reimbursement principles * Monitor the anticipated final project costs * Provide cost management and cost advice to the Claims, Contract Management and Project Management team * Develop and maintain a detailed resourcing plan for the delivery of cost management on projects * Provide support to Intermediate Quantity Surveyors in their day-to-day delivery functions * Be responsible for reporting on the performance of projects under their remit * Work with the Programme Director to address any issues that arise in the course of the delivery of the programme **Cost Management Activities** * Support the development of process, procedures and policies for the Contracting Entity's cost control standards * Monitor and assure compliance with Contracting Entity's cost control standards * Develop the cost management strategy for the programme * Review proposed contractor Key Performance Indicators for cost, spend and budget management * Oversee the management of variations, monthly cashflow forecasting and any amendments/variances * Oversee the advice provided to the Risk team of the financial impacts of potential risks **Requirements** * 15+ years experience in cost management, with at least 3+ years in the aviation/transport infrastructure industry * Clear understanding of construction contract commercial documents, drawings and specifications * Strong experience of delivering technically complex and high value infrastructure projects * Knowledge of cost management principles, methods, techniques and tools * Proficient in MS Office (all packages) and knowledge of project financial and cost management systems * Strong commercial and financial awareness, including monitoring and co-ordination of budget * Ability to drive team participation and high performance * Excellent written and verbal communication skills with strong analytical ability * Strong ability to multitask, prioritize, and work well under pressure to meet established deadlines **Qualifications** * Hold a third level qualification at degree level or above, ideally in Quantity Surveying or related discipline * Chartered Status with the RICS, CIOB, RIBA, ICE or other equivalent institution is preferred
