Job Description

Our client, Irish Rail, is seeking to recruit a Senior Transport Economist with responsibility for the effective leading, delivery, support and monitoring of project/programme appraisals. With a total of €5bn in nationwide Capital Investment over the next few years this programme is extremely ambitious and requires a skilled team to deliver. The successful Senior Transport Economist will report to the Head of Transport Planning, Capital Investments and liaise with various departments and stakeholders. The role of Senior Transport Economist is critical to project delivery and inter-departmental cooperation. This opportunity would suit a knowledgeable economist looking for a challenging role with national reach. Responsibilities: The Senior Transport Economist will assist in achieving a culture of compliance and adherence to key guidance and frameworks. Ensure all statutory and, where relevant, non-statutory consultation submissions are submitted in accordance with set deadlines. Represent Transport Planning / I in engaging with key primary stakeholders such as the Department of Public Expenditure, NDP Delivery and Reform and the National Transport Authority. Provide training and updates to Capital Investments delivery teams regarding updated appraisal techniques and guidance. Provide monthly Transport Planning Update Report. Lead and manage a team within Transport Planning. Manage multiple transport planning and economic consultants under the framework with I, including monitoring expenditures. Support the development and application of economic tools and techniques to assist I in its role of developing projects. Requirements: Minimum Level 8 degree in Transport Economics, Economics, Transportation Planning, Statistics, or other relevant disciplines. Have a minimum of 6 years overall relevant experience with 3 of these years working in an economics-centred role completing appraisals. Experience in managing/delivering high-value business cases. Have demonstrated experience in the development, analysis and/or review of capital investment project/programme business cases or other related appraisal experience. Good knowledge of transport economics. Ability to manage and deliver to multiple project deadlines simultaneously, while managing several consultant teams. Experience with procurement processes and comfortable managing budgets. Ability to establish and maintain cross-functional relationships with people at all levels Remuneration package: €80K - €90K D.O.E Pension contribution Flexible Working Full list of benefits available on successful application.
