JOB TITLE: Team Leader JOB HOLDER: Vacant REPORTS TO: Services Manager, Tipperary Hub LOCATION: Emergency Accommodation, Clonmel DATE OF JOB DESCRIPTION: September 2024 Purpose of the Post The Team Leader, in conjunction with the Service Manager, will oversee all aspects of effective service delivery in the provision of support within the emergency environments and outreach, managing the service on a day-to-day basis to minimize homelessness and achieve positive outcomes for all service users. Duties and Responsibilities Leadership Assist in creating a management culture within the team that is service user-focused, forward-looking, and flexible. Ensure all communication about the service is professional, accurate, and effective. Manage, monitor, and respond effectively to complaints from the community and other agencies. Strategic & Policy Contribute data, analysis, and commentary to statutory funders. Assist in the development and implementation of GSCC policies and procedures in accordance with overall organizational policies. Support the Service Manager in ensuring the service meets all contractual and statutory obligations at a high professional standard. Service Delivery & Housing Management Support the Service Manager in ensuring service delivery is compliant with relevant Service Level Agreements. Manage the service on a day-to-day basis, ensuring efficient staff resource utilization. Ensure implementation of care & case management for service users through needs assessment and care planning. Manage key decisions regarding referrals and allocations to ensure fair access. Ensure good practice on exit and removal of service within GSCC. Ensure adequate cleanliness in communal areas and by residents. Oversee financial management of the service, including rent collection and petty cash administration. Compile statistics and prepare reports as required. People Management Assist the Service Manager in managing GSCC staff and contracted staff. Monitor and manage staff rotas to meet service needs. Participate in recruitment and selection of staff. Identify training needs and ensure they are addressed. Provide supervision and foster a positive culture among staff. Eligibility Criteria – Qualifications Bachelors degree (Ord) in Social Care Practice (Level 7 on the QQI framework) or Bachelors degree (Hons) in Social Care Practice (Level 8 on the QQI framework) or equivalent qualification. Minimum of 2 years’ experience in a managerial role in a similar environment. Significant experience in managing and/or delivering a complex service. Experience of managing a team. Professional Knowledge/Experience Skills & Competencies Knowledge of homelessness, mental health, and vulnerable marginalized persons. Strong report writing skills and knowledge of relevant policies and legislation.
